Launch of the First Cohort of the Train-the-Trainer Programme for Agentic AI

His Excellency Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the National Committee for Agentic AI, affirmed that building national capabilities and empowering government talent with artificial intelligence skills and tools constitute a fundamental pillar of the UAE Government’s approach to developing a more efficient and future-ready government model, while enhancing the ability of government entities to adopt and practically and sustainably operationalize Agentic AI applications.

His Excellency made the remarks on the occasion of the launch of the first cohort of the “Train-the-Trainer Programme” for the Agentic AI Project, under the Capacity Building and Training track. The programme targets a network of 1,000 UAE trainers from ministries and federal government entities, to lead capacity-building and knowledge-transfer efforts and support the adoption of Agentic AI applications within government entities.

His Excellency Mohammed Al Gergawi said: “Government transformation through AI does not begin with technology alone, it begins with people who are capable of harnessing it and creating real value from it. Through this programme, we aim to train 1,000 Emirati trainers from 50 federal entities to drive one of the most significant transformational project in the federal government`s adoption of Agentic AI applications. These trainers will play a pivotal role in driving this transformation, transferring knowledge to their teams, and embedding Agentic AI into the way government operates, makes decisions, and develops services and processes.”

His Excellency added “developing the capabilities of 1,000 government trainers represents an investment in the sustainability of transformation and the establishment of a national network of talent capable of multiplying the impact of knowledge and accelerating the adoption of Agentic AI applications across various sectors. We want government entities to possess the capabilities and expertise that enable them to lead their own transformation, develop tailored solutions, and build more efficient and effective operating models.”

The Federal Authority for Government Human Resources (FAHR) organised an extensive workshop for members of the programme’s first cohort, bringing together 250 participants from 50 federal government entities representing 12 vital sectors. The workshop aimed to familiarise participants with their roles and responsibilities as trainers, introduce the key components of the capacity-building programme, and provide an overview of the workstreams of the National Committee for Agentic AI.

For her part, Her Excellency Ohood bint Khalfan Al Roumi, Minister of State for Government Development and the Future and Chairperson of the Federal Authority for Government Human Resources, affirmed that the Train-the-Trainer Programme represents a key pillar within the Capacity Building and Training track of the Agentic AI Project in government. The programme aims to equip the government talent with the capabilities to lead knowledge-transfer, develop the skills of work teams, and support federal entities in effectively integrating Agentic AI into their work, operations, and services.

Her Excellency Ohood Al Roumi said: “Each trainer will serve as a catalyst for building new capabilities within their entity. The success of AI-driven transformation depends on our ability to turn knowledge into practice, and practice into solutions and applications that deliver a tangible impact on the efficiency of government work and the quality of services.”

Her Excellency added that the programme establishes a strong foundation of government talent that combines technical knowledge with the ability to train and drive change, enabling entities to build their capabilities independently, while accelerating the development of Agentic AI use cases and practical applications aligned with the specific needs and priorities of each entity.

The Federal Authority for Government Human Resources (FAHR) oversees the implementation of the Train-the-Trainer Programme in cooperation with strategic knowledge partners from national and global institutions and technology companies, including Microsoft, Google, Inception, Mohamed bin Zayed University of Artificial Intelligence, A Political, the Society for Human Resource Management (SHRM), and Presight.

The 1,000 participants have been divided into four cohorts, with 250 participants each. Each cohort will undergo a three-month training programme comprising 60 training hours. The first cohort brings together participants from 50 federal ministries and government entities representing 12 vital sectors, including education, security and justice, health and society, foreign affairs, finance and economy, media and culture, energy, technology, human resources, and the environment.

The programme focuses on three main areas: technical skills, training skills, and projects and practical applications within government entities. The programme covers a comprehensive range of topics, including working with AI, the governance and design of Agentic AI, developing use cases, designing and building AI agents, as well as training skills and changing management.

The programme launches featured introductory presentations on the responsibilities of the National Committee for Agentic AI, the project’s operating model and key workstreams, in addition to practical and technical workshops delivered in partnership with strategic knowledge partners.

The Agentic AI Project represents one of the key pillars of the UAE Government 4.0 journey, which seeks to drive a qualitative transformation in the government operating model through the deployment of AI assistant across government sectors, operations, and services.

The project operates across five main workstreams: operations and institutional support, strategic government work, government services, AI and data technologies, and capacity building and training. It aims to transform 50% of government sectors, operations, and services into AI Agentic-based models within two years.

The Capacity Building and Training track is one of the project’s main workstreams. It aims to equip 80,000 federal government employees with the knowledge and the skills required to effectively deploy Agentic AI, supporting the sustainability of the transformation and embedding the use of Agentic AI applications across various areas of government work.
