The Federal Authority for Government Human Resources (FAHR) has launched the first phase of e-Learning Portal Project, which is one of its innovative initiatives aimed at raising the awareness of employees at the ministries and federal entities about the human resources laws, systems and policies applied at the Federal Government level.

The launch ceremony took place during a workshop held recently by the Authority in its headquarters in Dubai, and was attended by HE Laila Al Suwaidi, Executive Director of Programs and Human Resources Planning Sector, Lulaa Al Marzouqi, Director of Human Resources Planning Department, and representatives of ministries and federal bodies benefiting from the project.

Highlighting the project, HE Laila Al Suwaidi said: “The e-Learning Portal comes as one of the Authority’s most important and innovative initiatives. The first phase aims at sensitizing all employees of ministries and federal bodies in general and new employees in particular, on human resource laws, policies, legislation and procedures applied at the Federal Government level. It is also intended to familiarize them with the various electronic human resources systems launched by FAHR under the umbrella of Human Resources Management Information System in the Federal Government (BAYANATI)".

She noted that the e-Learning Portal Project is a continuation of the Authority’s steadfast efforts in terms of training and developing the Federal Government’s human capital, and reflects its keenness in enabling this vital resource, which has been and will continue to be subject of great interest and support by the wise leadership of the UAE, represented by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The Four project of the phases

Laila Al Suwaidi explained that the first phase of the E-Learning Portal Project, which consists of four phases, targets all employees of the ministries and federal bodies, while the second phase, scheduled to be launched in September, will target human resources officials, to provide them with comprehensive electronic training on all human resource procedures individually performed by each.

“The third phase of the project, to be launched in December, will be specifically targeting human resource specialists in ministries and federal entities, providing them with extensive training options on all procedures that will enable them to carry out the tasks assigned to them”, she said.

She added that the fourth and final phase of the e-Learning Portal Project will be launched in April 2018, along with the launch of an electronic library containing several e-books in various fields and disciplines, in order to encourage employees to read, and develop an effective reading culture.

For her part, Lulaa Al Marzouqi, Director of Human Resources Planning Department, reviewed the main features of the e-learning portal, its objectives and advantages, noting that the Authority has taken into account a number of technical standards in designing the portal, most notably, accessibility for visitors to various services available to them.

Comprehensive induction program for new employees through the portal

The Director of Human Resources Planning Department explained that the portal provides the new employees with a comprehensive program, that includes introduction to the human resources laws, policies, regulations, and procedures applied in the Federal Government. In addition, it contains  awareness videos about the electronic human resources systems included under the umbrella of BAYANATI System such as electronic performance management, and training and development systems. “Moreover, it enables employees to fill out the professional conduct and confidentiality of information documents and signing them electronically”, she said, pointing out that the employee who completes all phases and requirements of the induction program will get an electronic certificate of completion via his/her e-mail.

Lulaa Al Marzouqi revealed that the coming period will witness linking the e-learning portal with BAYANATI system, e-training and development system and professional competency framework, noting that the Authority has prepared a list of all human resources terms used and shared  in the Federal Government and made them available on the portal.
