Completion of the Project of the Federal Authority for Government Human Resources comes within a series of Projects to upgrade and modernize the utilities and Institutions of the United Arab Emirates, visions, strategies and mechanisms for a long time for attainment of the ambition of the political leaders to place U.A.E. in the heart of modern life and realm of advance Countries, His Highness Shaikh Khalifa Bin Zayed Al Nahyan, President of U.A.E. (May Allah save him) is conscious of the fact that the objective of modernization and taking Community at large to the realm of advance communities may not be achieved without a leading entity for the processes of development and which can handle supervision, draw plans, programmes and propose mechanisms and strategies and enjoys unconventional powers and independency, the matter which is adequately personified in our vital pioneer Authority.

While we are grateful and thankful to His Highness Shaikh Mohammed Bin Rashid Al Maktoum for his generous auspices and standing by us in boosting our morale and ambitions, we find ourselves privileged with His Excellency Humaid Al Qatami, Chairman of the Board who is leading the action team which paves the way that the nascent Authority reaps the fruit today by the grace of his vision and nice patience and continuous support which enabled us to reach to a clear vision which is keen on looking for criteria and advance modern vision wherever in the advance World.

We wish the Almighty to crown our efforts with success in our strategy tasks in leading the operations of development of Human Resources in Government Sectors and develop its capabilities to achieve the desired development.

Dr. Abdul Rahman A. Al-Awar is the Director-General of the Federal Authority for Government Human Resources (FAHR). The Authority is responsible for developing strategies and policies and initiating projects to advance the human capital of the UAE Federal Government. Dr. Al-Awar is also a board member of:

The National Human Resource Development & Employment Authority (TANMIA)
Emirate National Oil Company ( ENOC)

Dr. Al Awar has over 15 years of experience in executive roles in the public and private sectors and across various industries spanning oil & gas, banking etc. He started his career in Dubai petroleum Company in 1996 and later became the Director of Business Development – New Smelters in Dubai Aluminum Company (DUBAL). The Business Development division in DUBAL was responsible for developing multi-billion-dollar smelter projects in the UAE and the region. Dr. Al-Awar has also served as Director-General of the National Human Resource Development & Employment Authority (TANMIA) during which he was also a member of the following organizations and committees in the UAE:
