Federal Job Evaluation Committee finalizes 22% of support jobs

The Federal Committee on Job Evaluation and Classification (FCJEC) in the Federal Government announced that it had finalized endorsement of job description cards for nearly 10% of the total 350 basic jobs in the ministries and federal entities, and 22% of support jobs out of 296 at the Federal Government level.

This statement was made at the sixth meeting of the FCJEC, 2014, which was held at the headquarters of the Federal Authority for Government Human Resources (FAHR) in Dubai, under the chairmanship of HE Dr. Abdulrahman Al Awar, Director General of FAHR.

Dr. Al Awar explained that FCJEC decided to classify all jobs at the Federal Government level into three groups: support jobs, specialized jobs, including professional and technical service, and basic jobs, which are associated with the key tasks and functions of the federal entities. He pointed out that the FCJEC has amended some of the job titles in the Federal Government in line global job evaluation and description standards and developments.

He said that the FCJEC has agreed to update a number of key job families relating to certain areas, including: health and safety, education, environment and water, natural sciences, legal / judicial, and political / diplomatic, religious, social development, engineering, culture, arts and literature, media, and programs and projects management, human resources, finance and accounting, and information.

HE said: “The job evaluation and description project in the Federal Government will take three years, and the Committee is seeking at this stage, to achieve evaluation and description of support and assistance jobs in all the ministries and federal entities.

“In order to support the ministries and federal bodies with proper planning and development of their workforce according to clear standards, FCJEC at this stage, will ensure making the job description cards for approved Federal Government’s jobs available on FAHR’s website: www.fahr.gov.ae , and the Human Resources Management Information System (BAYANATI)”.

The FCJEC is responsible for providing support for the internal evaluation committees in the federal government entities, to ensure proper implementation of job evaluation and description processes, and endorsing the results of job evaluations conducted by internal job evaluation committees.

Other responsibilities include: final approval of job titles, descriptions and families for new and existing jobs, periodic review of reference levels, in addition to making recommendations for adjustments if the need arises. It is also responsible for preparing periodic reports on the number of new and adjusted jobs in the federal government, and providing the Federal Authority for Government Human Resources with updated job titles, descriptions and families in government bodies periodically, as well as any other tasks assigned by the Chairman of FAHR.

FCJEC shall meet on a regular basis or upon the invitation of its Chairman, at the time and place he determines fit. It shall take its decisions by simple majority, and in the event of a tie, the Chairman shall have the casting vote.

The Committee is chaired by HE Dr. Abdulrahman Al Awar, Director General of the Federal Authority for Government Human Resources, with the following as members: HE Marwan Al-Sawaleh, Undersecretary of the Ministry of Education, Deputy-Chairman; HE Misbah Al Suwaidi, Assistant Undersecretary of Ministry of Finance for Support Services; HE Saif Al Suwaidi, Assistant Undersecretary of Ministry of Labor for Support Services; HE Awad Al Kotobii, Assistant Undersecretary of Ministry of Health for Support Services; HE Mariam Al Abbar, Executive Director of Programs & HR Planning at FAHR; HE Aisha Al Suwaidi, Acting Executive Director of HR Policies at FAHR;  and Ali Hassan Al Jawi, HR expert at FAHR, Rapporteur.

FCJEC members emphasize its strategic importance

Their Excellences the members of the Committee highly valued the important role of FCJEC at the Federal Government level, in strengthening the foundations of an organized labor force based on accuracy, clarity and productivity and professionalism.

HE Marwan Al Sawaleh, Undersecretary of the Ministry of Education said: “The Committee comes as part of our Government’s ongoing efforts to support human resources and national talent capable of achieving the UAE Vision 2021, as well as its strategies and aspirations, which rely on the human element as driving force”. He added that the project is about developing a robust job evaluation and description policy drawing on latest global systems and standards, and is considered a strategic and a pioneering project in the region, as it aims to review all job descriptions, in order to align them with the roles and tasks assigned at the Federal Government level.

HE Misbah Al Suwaidi, Assistant Undersecretary of Ministry of Finance for Support Services praised the efforts of the Federal Authority for Government Human Resources in order to introduce an up-to-date job evaluation and classification in the Federal Government according to the best international practices and experiences in this area, stressing on the importance of this project, which aims to unify job descriptions and job titles in all ministries and federal authorities, to ensure clearer tasks and responsibilities of all Federal Government  employees and departments.

According to HE Saif Al Suwaidi, Assistant Undersecretary of Ministry of Labor for Support Services, the project “is an important step taken by FAHR to assign appropriate job titles, review job descriptions and job families for the new, current and updated positions in the ministries and federal bodies, in line with the organizational structures at the Federal Government and according to  the best practices in this regard”

HE Awad Al Ketbi, Assistant Undersecretary of Ministry of Health for Support Services focused his comment on the significant role played by the FCJEC, based on a strategy that is intended to serve all the federal entities, especially in areas like job evaluation and description which require special expertise and knowledge.
