E-Training & Development System launched within ‘BAYANATI’ Package

The Federal Authority for Government Human Resources (FAHR) has announced in a special circular issued recently, the launch and activation of the electronic Training & Development System, as yet another package of the Human Resource Management Information System (BAYANATI), to make it available for use by all federal bodies that are subject to the HR Law and its implementing regulations currently applied in the Federal Government.

Circular No. 44 of 2014 states that according to Federal Law by Decree No. (11) for the year 2008 on Human Resources in the Federal Government, the Council of Ministers’ Resolution No. (12) of 2012, endorsing the Executive Regulations of Human Resources in the Federal Government; and with reference to Circular No (35), regarding the activation of electronic Training & Development System within ‘BAYANATI’ System; and in line with the UAE Government’s plans to automate all customer transactions; the Training & Development System can now be used electronically through the HR Management Information System (BAYANATI).

Accordingly, FAHR urged all ministries and federal entities under the Human Resource Law to start activating the electronic system by uploading their training plans, and encouraging employees to make advantage of the available training courses using the system’s Self-Service unit. 

The federal entities that are subject to HR Law were also required to provide FAHR, within two weeks, with the names and numbers of their human resource officers – Training Section-, who will undertake the implementation of the system according to the preset criteria, so as allocate the system usage roles and responsibilities.

To facilitate the of use of the new system, all staff in charge of human resource and training in the ministries and federal entities under the Human Resource Law are kindly requested to fill out the Annual Training Plan Forms and provide FAHR with a copy within two weeks, for the purpose of uploading into the electronic system.

In this regard, Klaitham Al Shamsi, Director of Human Resources Management Information System at FAHR said that the Training & Development System had been launched and activated as part of a series of operational steps taken by FAHR during the last period to turn its stems, initiatives and services into smart applications, to cope with the smart government initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai.

According to Al Shamsi, FAHR has made great strides in terms of the shift towards smart government, as many of its services have been transformed into smart services to benefit nearly 85,000 employees working in the Federal Government. “These efforts would enhance leading position of the Federal Government in this area, as well as help achieve global competitiveness and prominence aspired by the UAE’s wise leadership, as embodied in UAE Vision 2021 and the National Agenda for the next seven years,” she said.

For her part, Amna Al Suwaidi, Director of Human Resources Planning explained that the Training & Development System for the Federal Government employees officially launched by FAHR in 2012 at the level of ministries and federal bodies is one of the most important systems applied in the Federal Government, as it has been developed according to the human resource best practices in the world, and plays a pivotal role in the empowerment of human capital in the Federal Government and enhances performance and productivity.

Amna Al Suwaidi further noted that the launch of Training & Development System for the Federal Government employees coincided with the launch of Performance Management System, which is closely linked to it, since determining training and development needs is based on the outcomes of Performance Management System.
She said, “The Training & Development System aims to raise the efficiency of government employees by developing their skills and competencies, in order to improve the overall performance through ensuring employee Individual development plans, help ministries and federal authorities with their plans to upgrade employees’ development, and incorporates different forms of training, including  training courses, study leaves, job rotation, secondment, loan, job shadowing, conferences and seminars, and career succession.
