Mansour bin Zayed honours winners of Emirates Award for Human Resources in the Federal Government

Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, honoured the winners of the 1st edition of the Emirates Award for Human Resources in the Federal Government on 23rd of February at the Presidential Palace. The Award, launched by the Federal Authority for Government Human Resources in 2014, under the Sponsorship of his Highness.

Sheikh Mansour bin Zayed Al Nahyan said that the Award is seen as part of the vision of the prudent leadership of the UAE which gives much attention to the human resources, represented in His Highness Sheikh Khalifa bin Zayed Al Nahyan the President "may God Save Him", His Brother His Highness Sheikh Mohammed bin Rashid Al Maktoum  Vice President and Prime Minister and Ruler of Dubai " May God Bless Him", and His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

He also pointed out that the UAE gives priority to human resources from the very beginning in its approach in ensuring overall sustainable development and considers it a prominent factor that contributes to the success and excellence of the country when it comes to global competitiveness. He also lauded the performance of ministries, federal departments, and the adopted systems, policies and legislation regarding human resources which is considered the summary of the best global practices.

Sheikh Mansour congratulated the winning departments, ministries, authorities and individuals, and said, "We want outstanding employees who always excel in their work as they are the real future to achieve the UAE's vision and meet the aspirations of the prudent leadership".

Among those who attended the ceremony were His Excellency Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Culture, Youth and Community Development, His Excellency Sheikh Hamdan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, His Excellency Mohammed bin Abdullah Al Gargawi, Minister for Cabinet Affairs, His Excellency Hussain bin Ibrahim Al Hammadi, Minister of Education and Chairman of the Federal Authority for Government Human Resources, His Excellency Saqr bin Ghobash Saeed Ghobash, Minister of Labour, His Excellency Sultan bin Saeed Al Badi, Minister of Justice, His Excellency Dr. Abdullah bin Mohammed Belhaif Al Nuaimi, Minister of Public Works and His Excellency Dr. Abdelruhman Al Awar Director General of the Authority.

Sheikh Mansour honoured winners of the Award with its two Categories either Federal Bodies or Individulas. The winners include Ministry of Labour, the Emirates Securities and Commodities Authority with Inclusive Award, Ministry of Finance, the General Authority for Youth and Sports Welfare with Motivator Award, Ministry of Environment and Water, Zakat Fund with Enabler Award, and the Ministry of Economy and the Emirates Securities and Commodities Authority with Service Award.

The winners of Individual Awards include: Gasem Hadad from the Ministry of Finance with Outstanding Leader Award and Mostafa El Marzouki from the Emirates Securities and Commodities Authority with Promising  Executive Award. 

 

"The Award promotes the unique position of our country as a global center for Excellence and sponsoring the Distinguished ", Said Hussein El Hamadi

 From his side, His Excellency Hussein Ibrahim El Hammadi, Minister of Education and Director of Federal Authority of Government Human Resources appraised His Highness Sheikh Mansour bin Zayed Al Nahyan of his Honorable Sponsorship of the Award which is considered one of the strategic initiatives of the Authority. He also referred that the Award had a high position among Excellence Awards which aim to develop and empower the Human Resources in the UAE.

He Confirmed that His Highness Sponsorship of the Award and his great support of the Authority Initiatives is considered to be an important factor in its success and a guarantee of the proper application of the systems and legislations of the Federal Human Resources and in a way that copes with the aspirations of the prudent leadership and global practices in this regard.

His Excellency Said," the UAE is an international Pioneer in the fileds of Competitiveness, Excellence and Innovation and this is an actual Interpretation of the Vision and Directions of our prudent Leadership represented in His Highness Sheikh Khalifa bin Zayed Al Nahyan the President "may God Save Him", His Brother His Highness Sheikh Mohammed bin Rashid Al Maktoum Vice President and Prime Minister and Ruler of Dubai " May God Bless Him".

He considered the Award with its different categories as a crowning of the achievements of the federal bodies and employees in the field of human resources as per Balanced Scorecard principals, and as an opportunity to highlight Human resources best practices locally & internationally, and as a motivation to achieve higher levels of performances concerning human resources management, sponsoring talented and maintaining national competences in a positive work environment that guarantees highest levels of satisfaction and happiness.

His Excellency the director of the Authority said that the Award is an ideal opportunity to promote Success and to honor the deserved and to highlight the best practices which are applied internationally in human resource management to strengthen the added value and to raise the productivity level at human resource departments in ministries and federal bodies in a way guarantees the achievement of the vision of the UAE in 2021 and of the human resource strategy of the federal government.

He pointed out that the Award confirmed the interest of the Federal Authority for Government  Human Resources to achieve the aspirations and directives of the prudent leadership of the UAE which aims to preserve the country achievements in various fields and at various levels and to secure its striking attendance in the field of leadership and global competitiveness.

His Excellency Hussein Ibrahim El Hammadi confirmed that the Authority aims through this Award – which targets to honour ministries and federal bodies that pioneer in empowering its employees and motivating them and which are abiding by applying systems and legislations of human resources of the employees of federal government – to promote the unique position of the UAE as a global center for Excellence and sponsoring the Distinguished and an ideal host for talents and the Talented.

He clarified that Emirates Award for Human Resources in the Federal Government - which is planned to be organized annually - is one of the most important ways of appreciation on the national level in the Government Human Resources. This Award formulates an important motive to HR departments in Government Federal Authorities to achieve higher levels of performance and appreciation and to give those who manage and work in it the motivation to exert more efforts in a competitive environment that honors the steady innovators and preserves the national competences and supports their creative ideas and their innovative initiatives and helps in the circulation and exchange of experiences and successful practices.

 

Dr. Adbdulrahman Al Awar: The Award is a quantum leap on Government work level.

From his side, His Excellency Dr. Adbdulrahman Al Awar, Director General of the Federal authority of Government Human Resources confirmed that the Award constitutes a quantum leap on Government Work Level and an essential addition to the series of creative initiatives that the Authority launch on the Federal Government Level. He mentioned that the Award Honors the achievements of the HR departments and individuals in Federal Government bodies according to Balanced Scorecard tools.

His Excellency pointed out that the Award aims to highlight the successful HR initiatives at Federal Government level, and reflects the vital role of ministries and federal bodies in enhancing the efficiency and effectiveness of its Human capital. Moreover, it will help in upgrading human resource practices and personnel management, creating a work environment conducive to attract skilled workforce and retaining existing talents, thus promoting effective HR performance and management, and motivating the ministries and government institutions to effectively increase productivity.

His Excellency Said "The Award meets the requirements of the Human Resources strategy in the Federal Government of the UAE. It differs from other awards in form and substance as it is aimed to raise the added value of the human capital in ministries and federal bodies, primarily, and also it contributes effectively in realizing the UAE vision 2021 and the UAE National Agenda".

 

Award Categories

Emirates Award for Human Resources in the Federal Government is divided into two categories; the first targets honoring distinguished federal entities according to four sub-categories: (entities that are outstanding in overall performance "Inclusive", motivation, empowerment, or level of service). The second category focuses on outstanding individuals, and this is divided into several sub-categories (outstanding leader, promising executive in the field of human resources).

 

Benefits of the Award

 The Award witnessed a marvelous interaction and attendance in its first edition as it received around 50 participation on the level of federal bodies and individuals, refereeing  that it offers many privileges to the participants and winners which include: highlighting the best practices supported by success stories, exploring the possibility of applying global best HR experiences and practices, making human resources a partner at work, as well as strengthening the role, professionalism and transparency of human resource departments, identifying the latest innovations in HR governance, and honoring individuals and federal bodies with award shields and certificates of appreciation.

The files of the Federal Bodies and participated employees in the Award were evaluated by a specialized, qualified and trained team from the Federal Authority for Government Human Resources. The team was appointed with several responsibilities which include field visits, investigations, studying the attached documents in participated files and giving feedback after preparing final evaluation reports for entities and employees participated in the Award.

 

An Independent Arbitration Committee

 The Authority formed an independent arbitration committee from the private sector, semi-government and local authorities to deal with the files of Award participants. The committee will be responsible for interviewing and evaluating individual candidates according to preset criteria in order to identify the winners in each category, review assessment of federal entities prepared by the evaluation team, and determine the winners in each category according to approved mechanism, standards and schedules, before  submission to the Award executive team.

The Authority will submit a detailed report of all Participants in the award first round from federal entities and individuals that will represent the strengths to maintain and points of improvement that will raise the added value of the Human Resources as per the rule and concept of Human Resources Management.
