FAHR prepares names & numbers of Nationals qualified for National & Reserve Service in public and private sectors

The Federal Authority for Government Human Resources (FAHR) stressed on the importance of National & Reserve Service Law, which plays a key role in maintaining the gains and achievements made by the UAE over the past years, as well as reinforcing its leading position regionally and globally, thus contributing to realization of the aspirations and visions of the UAE’s prudent leadership.

FAHR indicated that it had been coordinating with relevant authorities in the public -, both federal and local - and private sectors to meet the requirements of Federal Law No. 6 of 2014, on national and reserve service for the citizens of the United Arab Emirates between the ages of eighteen and thirty years.
In this context, Ibrahim Fikri, director of Projects & Programs at FAHR, said that FAHR had completed the list of names and numbers of national Federal Government employees covered by National & Reserve Service Law, and that this information had already been provided to the National and Reserve Service Authority.

According to Ibrahim Fikri, the role of FAHR in the implementation of the National and Reserve Service Law is to cooperate and coordinate with all local governments in order to identify names and numbers of employees who meet the requirements of the National Service Law. “After the list has been prepared, FAHR communicates with the agencies responsible for employment of national jobseekers, including: ADTC, Department of Human Resources in Government of Sharjah, and National Human Resource Development and Employment Authority (TANMIA) to compile a list of citizens who are subject to the Law”, he said.

He pointed out that FAHR had coordinated with the Ministry of Labor to obtain the list of citizens working in the private sector who meet the requirements of National and Reserve Service Law, noting that FAHR had prepared a detailed report showing the geographical distribution of UAE nationals in the Federal Government who are eligible to enlist for the national service, by age, sex and social status. He said “The report will be an important reference for decision-makers in the UAE and will inform the strategic visions in the coming period.”
He explained that the duration of national service for those who are enlisted during their employment in ministries, government departments, federal and local public institutions, and private sector establishments, will be considered part of their service in these entities.

Memorandum of Understanding

Ibrahim Fikri said, "FAHR has recently signed a memorandum of understanding with the General Command of the Armed Forces whereby FAHR will support the implementation of National & Reserve Service Law by providing the Armed Forces with necessary data and information about citizens employed by the Federal Government or local governments who are eligible to be enlisted in the national and reserve service, and by assisting with the implementation of the Law through joint cooperation with federal and local authorities to insure that the target groups join the service”.

A Support Team

He unveiled setting up of an internal team within FAHR, to support the implementation of the National & Reserve Service Law in the Federal Government and the local governments, by identifying the number and detailed information about the Federal Government employees who are subject to the Law. The team is also tasked with coordination with the concerned local governments to identify the number of employees who meet the conditions of joining the national service, proposing new legislation or modification of existing ones to suit the implementation of the National Service Law, coordination with the retirement programs on how to implement the requirements of the Law for staff working in federal and local sectors, in addition to adoption of the necessary mechanisms to link the implementation of national service to Human Resource Management Information System ‘BAYANATI’.

FAHR has recently held, at its headquarters in Dubai, several meetings with representatives of the National and Reserve Service Authority, other organizations responsible for jobseekers registration, and representatives of the private sector, during which a review of the major features of the National & Reserve Service Law and objectives. The meeting discussed ways to ensure the provision of FAHR with the necessary information about the target groups in concerned ministries to start the implementation process.
