The Federal Authority for Government Human Resources (FAHR) recently held workshops targeting employees working in ministries and federal bodies, to introduce them to the initiative sponsored by the Federal Governments’ preferred assessment partners "Qudrat" and launched last June by FAHR, as part of its strategic initiatives. Qudrat initiative aims to identify an elite group of top assessment services providers in the United Arab Emirates for the ministries and federal entities wishing to measure the competencies of their staff at reduced rates.
During the workshop, held at FAHR headquarters in Abu Dhabi and Dubai, Amna Al Suwaidi, Director of Human Resources Planning gave a detailed presentation on the main features, strategic objectives, and implementation mechanism of Qudrat initiative in ministries and federal authorities. She said that FAHR will play a coordinating role between entities and assessment services providers, allowing the federal entities the choice to take advantage of the initiative in assessing the capabilities of certain categories of employees, according to their needs.
Al Suwaidi said: “Qudrat initiative is intended to develop a scientific assessment mechanism to benchmark the abilities of the Federal Government employees against global standards, as well as device an operational model for this mechanism, and develop appropriate guidelines for implementation.
“Introducing a mechanism to measure capabilities in the Federal Government will contribute significantly to improve performance, create harmony among the staff, as well as help talent recruitment and retention”.
She added: “Various assessment centers involved in employee capability measurement act as a support tool in selection and appointment processes, as they serve the objective of identifying the individual characteristics such as: knowledge, skills, abilities, personality traits, interests and motivations”.
The role of the Federal Authority for Government Human Resources is to manage the Capabilities Initiative, develop implementation guidelines, tools and mechanism for assessment of specific job grades.
Elaborating on the role of FAHR, Amna Al Suwaidi explained that it undertakes the task of determining the suitability of assessment tools to targeted job grades, and whether the assessment services offered by providers meet the Federal Government’s needs. In addition FAHR will encourage the use of recognized assessment centers and tools, search for new assessment services providers, negotiate rates offered to the Federal Government and determine the feasibility of introducing new assessment tools.
Participants learned about the latest assessment tools used in measuring employee competencies. They also got acquainted with the electronic portal of Qudrat initiative, recently launched on the Authority’s website www.fahr.gov.ae, as well as the gateway of “Ma’aref” initiative for the Federal Government’s preferred training partners, which will allow assessment services providers accredited under the Qudrat Initiative to showcase their measurement tools and explain how to use them in measuring and developing the competencies of the Federal Government employees.
