Under the auspices of Mohammed bin Rashid:1460 federal employees to be honored on October 22

Monday October 20, 2014

Under the patronage of HH Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, in close follow-up by HH Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, the second annual ceremony will take place Wednesday, October 22 at the Abu Dhabi Exhibition Centre, to honor the outstanding federal government employees.

The ceremony will feature the recognition of around 1460 employees working in ministries and federal agencies, whose evaluation has significantly exceeded expectations, according to the results of the Performance Management System for the federal government employees, 2013. The event will be attended by a number of Sheikhs, ministers and senior officials.

The Ministerial Services Council, under the chairmanship of His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, recently took note of a report on the results of the implementation of the Employee Performance Management System (EPMS) for federal government, 2013. The report revealed that 1,460 federal government employees had attained ratings that significantly exceed expectations, 1,200 of them in federal ministries, and 260 in independent federal authorities.

The EPMS in the federal government, applied at the beginning of 2012 is considered one of the best human resources practices the federal government seeks to take advantage of in linking individual goals of employee to the strategic objectives of the institution, and the federal government's strategy.

The system seeks to set clear foundation for measurement and upgrading employees’ competencies and boost productivity, by establishing a scientific approach to link performance with reward achievements and outstanding results, which helps creating a national workforce capable of contributing to realizing the UAE’s vision to achieve leadership, excellence and global competitiveness.

The EPMS is a process which evaluates employee performance against  objectives/ KPI’s set jointly with his/her line manager for the period being assessed , and embodies all phases of planning in the federal entity, based on fair and transparent approach..

The system also seeks to encourage individual achievements and team spirit. It enables federal agencies to identify and recognize talent, lay the foundations for a clear measurement of employee contribution to the achievement of the entity’s strategic objectives.

Additionally, the system forms an integral part of human resource policies, legislation and systems, and draws on global best practices, and lays foundations for a new culture in the work of federal government institutions. The EPMS in fact, is considered one of the many great achievements at the federal government level, which provides a reference for all the ministries and federal agencies in managing the performance of their employees.

In line with the EPMS, the Authority launched the Behavioral Competency Framework structure, which consists of two distinct competency clusters (3 Leadership and 6 Core competencies) that are developed according to the UAE Federal Government strategic priorities, values and code of ethics and professional conduct,

The Behavioral Competency Framework aims to encourage line managers and employees to understand the underlying concept of competencies and explain how to use it, in order to understand, develop and acquire skills and competencies required for efficient performance.
