Sunday September 17, 2017

The Federal Authority for Government Human Resources (FAHR), announced that some improvements have been made to the e-Performance Management System for Federal Government employees which is being operated through the Human Resources Management Information System (BAYANATI). A new feature is now added to the system that allows ministries and federal bodies to link individual goals of employees with their strategic and operational plans.

The announcement came during the workshops held by the Authority in its headquarters in Abu Dhabi and Dubai to familiarize the ministries and federal entities the objectives of the project, and mechanism to be used in the process of linking their strategic and operational plans with the individual goals of employees through the electronic Performance Management System.

In her statement, HE Laila Al Suwaidi, Executive Director of Programs & Human Resources Planning, explained that the project will enable ministries and federal entities operating the system to raise awareness of their employees on how to align their objectives and goals with the overall organizational goals, thus contributing in achieving the visions and strategies of the Federal Government

“The step aims to automate job objectives in an innovative, easy and organized manner in the e-Performance Management System, and to improve employee performance appraisal by formulating accurate and smart goals”, she said

Al Suwaidi added that the Authority has developed a set of new screens within the self-service function operated via BAYANATI system, e.g.  setting operational and strategic plans, including: strategic plan entry screen, operational plan entry screen and screen for projection of objectives from operational plan to employee appraisal screen.

For his part, Ali Ahli, Director of Human Resources and Services Department, reviewed the Authority’s experience in linking operational plan with the individual goals through the electronic employee performance management system.

Employee Performance Management System (EPMS) in brief

EPMS allows the evaluation of employee performance electronically and enables employees to attach necessary evidence and documents required to complete the evaluation process. It is based on five principles: fostering a performance-oriented culture; engaging the employee in planning and setting individual objectives; encouraging fair, accurate and proactive feedback from line managers in respect to the performance of their direct reports; establishing a clear link between on-the-job performance and incentives such as annual increase, promotions and training and development opportunities; and providing a consistent, fair and credible employee performance management system, through setting clear standards, policies and procedures.

The system is a process which evaluates an individual’s performance against objectives/ KPI’s set jointly with his/her line manager for the period being assessed. These objectives will be set at the beginning of the review period, and will be subject to continuous review and feedback throughout the year.

EPMS, which was launched in early 2012 at the Federal Government level, seeks to establish a scientific approach to link performance with reward achievements and outstanding results; improve and increase UAE Federal Government employees’ productivity; encourage individual achievements and teamwork spirit; create a culture of continuous learning and professional development opportunities; allow UAE Federal Government entities to identify and recognize high performers; and set clear foundation for measurement of real contribution to the achievement of an entity’s strategic objectives.
