Ministry of Finance and FAHR launch two projects to promote smart transformation in the Federal Government

The Ministry of Finance and the Federal Authority for Government Human Resources (FAHR) have launched the first phase of the electronic linkage between the Financial Planning System - the electronic federal budget (Hyperion), and the Federal Government's Human Resources Management Information System (BAYANATI). The project aims to develop financial planning and forecasting, support financial sustainability in ministries and federal entities, achieve efficiency in allocation of financial resources, and ensure the optimal use of modern technologies.

The Ministry of Finance, in cooperation with FAHR, has also launched the Multi-Business Group project, which is one of the strategic projects at the Federal Government level, to allow ministries and federal bodies operating BAYANATI and the federal financial system to maintain flexibility in applying human resource laws and regulations, as well as financial systems to their employees.

In this regard, HE Younis Haji Al Khouri, Undersecretary of the Ministry of Finance, stressed the importance of the two electronic linkages between Hyperion - BAYANATI, and the Multiple Business Groups project, adding that the e-linkage between Hyperion and BAYANATI in particular will  facilitate the planning process, financial and monetary predictions, and automation of federal budget. He added that this will support financial sustainability in ministries and federal entities, enhance efficiency of financial resources allocation, and ensure optimal use of new technologies.

HE said: "The linkage project between Hyperion and BAYANATI, which benefits 39 ministries and federal bodies, contributes to realizing the aspirations of the UAE's leadership, led by His Highness President Sheikh Khalifa bin Zayed Al Nahyan, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, in accelerating the process of smart transformation of electronic and intelligent transformation across the government institutions, which will consolidate the leading position of the UAE in this area on the local, regional and global levels.

“The first phase of the electronic linkage between Hyperion and BAYANATI systems included providing the data required for preparing the budgets of the ministries and federal bodies for appointments and promotions through Hyperion system automatically from BAYANATI system. The data on the number, grades, job titles and organizational units of employees is extracted electronically from BAYANATI to be entered into Hyperion system, and then processed and used in budgeting.

This process saves much time and effort needed in budget preparation, as well as supporting decision-makers to come up with more accurate and comprehensive federal budget’’.

The Undersecretary of the Ministry of Finance pointed out that the Ministry's selection of the Hyperion Program for planning and preparing the State’s General Budget.

He explained that the Ministry's selection of the Hyperion Programme for planning and preparing the general budget of the country was based on the benefits provided by the system to users. The program is known for its ease of use, the power of its workflow control, as well as the strength and accuracy of linking data with the financial and accounting system of the government. In addition to the system's ability to monitor and measure the performance of ministries and federal entities on a continuous basis and provide a unified solution amongst all users; it also allows the government to formulate, implement and oversee the budget without wasting time and effort.

Al Khouri said that the Ministry will launch the second phase of the e-link project between 'Hyperion' and 'BAYANATI' in collaboration with the Federal Authority for Government Human Resources in September 2017. This phase will include completion of the binary binding process for entering the approved federal budget automatically from the 'Hyperion' to 'BAYANATI' system, and vice versa. This will be available to all ministries and federal entities which work with the 'BAYANATI' and financial systems.

The Undersecretary revealed that the Ministry is also currently working with the Federal Authority for Government Human Resources to link 'Hyperion' with the Strategic Manpower Planning system which the Authority released in 2014. This system supports more accurate budgeting by providing clear outcomes, supporting strategic planning across the Federal Government. HE explained that the link will support the development of the five-year federal budget based on scientific factors, helping to shape the future through identifying the outlook for workforces within the UAE.

Younis Al Khoury: "HRMI and Financial Systems in the Federal Government are among the most vital and strategic projects"

Al Khoury considered the Federal Government's HR management information and financial systems among the most vital and strategic projects implemented at the Federal Government level. They represent the umbrella for many important human and financial resource procedures and systems in the Federal Government introduced in line with the vision of the wise UAE’s leadership, and the rapid development witnessed by the country at all levels, including human resources management.

Regarding the Multi-Business Groups Project, HE Younis Haji Al-Khoury affirmed that the project allows ministries and federal entities operating 'BAYANATI' system, and have their own HR regulations, procedures and salary scales, the opportunity to apply these regulations and laws and procedures to their staff.

He pointed out that the Multi-Business Group Project currently benefits 13 federal bodies operating 'BAYANATI' system, and have their own HR regulations, systems and procedures, as each can implement its own regulations, laws and procedures to its staff. The Ministry of Finance and the Federal Authority for Government Human Resources will automate these regulations and procedures on 'BAYANATI' system, provided that other ministries and federal entities are not affected by this step.

Dr Abdulrahman Al Awar: "The UAE has consolidated its global competitiveness in smart transformation"

For his part, HE Dr Abdulrahman Al Awar, Director General of the Federal Authority for Government Human Resources said that the UAE has made great strides as far as electronic and smart transformation is concerned, thanks to the attention and close follow-up by the wise leadership of the UAE, represented by His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

He said: “The electronic linkages between Hyperion - BAYANATI, and the Multiple Business Groups Project, are considered vital and strategic initiatives, not only at the level of the Federal Government but also at the State level. The two highly important projects will support the efforts of the Ministry of Finance and the Authority to develop a strong digital infrastructure for government data in the UAE, to help decision -makers in the country in shaping the future, through development of plans related to the government system, including electronic and smart transformation, to achieve the vision and aspirations of our wise leadership embodied in the UAE Vision 2021 and its national agenda.

“The electronic linkage between Hyperion and BAYANATI systems is a real breakthrough in the field of developing financial planning and monetary projections for preparing the budget of the ministries and federal entities, and automating the federal budget. The time and effort spent in preparation of the budget prior to electronic linkage project can now be invested in other more important and strategic matters.

"The Multi-Business Group project will contribute to improving information security and providing a more personalized environment for entities, by informing BAYANATI users of only the data specific to the entity. Moreover, BAYANATI will become more flexible to accommodate new requirements in a timely manner, and meet the needs of each federal body based on its own nature of work.

He added: "The project will also enhance optimal use of financial resources laws and procedures applied at the Federal Government, increase satisfaction of entities with BAYANATI system through depending on their staff to operate it, which will contribute to reducing reliance on  the Authority.”

The system helps to effectively manage human resources and provide general and accurate statistics on human resources. It is one of the best practices that have been employed to serve and develop human resources departments in ministries and federal agencies and improve their performance in accordance with international best practices and standards.

It should be noted that the Human Resources Management Information System (BAYANATI) is considered one of the most important strategic projects applied at the level of the Federal government, and a world-class system in smart government applications regarding human resource transactions. As such, BAYANATI acts as an umbrella for many of the Federal government’s HR procedures and systems necessary to keep pace with the wise leadership’s vision, and the rapidly changing work system.

The system helps in effective human resource management, provides general statistics and accurate information about human resources, according to global best practices, to enable the development of human resource departments in the ministries and federal entities and improve their performance, which facilitates the administrative procedures and financial operations. Moreover, BAYANATI has been designed to automate all human resource transactions performed by the Federal government employees, including salaries and wages.
