FAHR reviews HR Enablers Indicators in the Federal Government

The Federal Authority for Government Human Resources (FAHR) has recently held a workshop on HR Enablers Indicators, and Balanced Scorecard in the Federal Government, targeting directors and officials of human resources departments in the ministries and federal entities. The workshop was attended by HE Aisha Al Suwaidi, Executive Director of Human Resources Policies, and Zayed Al Qahtani, Director of Performance Appraisal & Follow-up at the Authority.

In his speech during the workshop, Zayed Al Qahtani, Director of Performance Appraisal & Follow-up, stressed the importance of the HR Enablers Indicators Project in the Federal Government, implemented by the Authority in cooperation with the Office of the Presidency of the Council of Ministers. He called on all ministries and federal bodies to work side by side with the Authority towards the success of this vital and strategic project, which will contribute to the provision of accurate indicators and real-time data on human resources at the level of the Federal Government, so as to support the decision makers in the state, and help in the planning process and future decisions.

He also urged all ministries and federal entities not operating the Federal Government's Human Resources Management Information System (BAYANATI) to adhere to the decision of the Council of Ministers and the Ministerial Development Council, which calls upon all parties to complete all procedures related to the Enterprise Service Bus (ESB) and to provide necessary data and requirements related to human resources and payroll, in accordance with the mechanisms determined by the Federal Authority for Government Human Resources.

According to Al Qahtani, the HR Enablers Indicators project in the Federal Government reflects the importance accorded to human capital by the wise leadership of the UAE, led by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. He said that the government's work environment has become a unique global model in terms of caring for human resources and ensuring their development and empowerment, thanks to the close attention and follow-up of our prudent leadership.

He explained that the UAE HR Award in the Federal Government organized by the Authority annually, under the patronage of His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, uses evaluation criteria based on human resource indicators and the four components of Balanced Scorecard, approved by the Federal Government, namely: finance, operations, customers, and learning and growth.

“The Authority will follow up these indicators in all ministries and federal bodies, so as to create a positive and attractive work environment in the Federal Government, enhance the efficiency and productivity of employees of ministries and federal bodies, and increase work place harmony and happiness”, he added.

For her part, Fatima Rashid, Head of Government Programs Planning and Development at the Authority reviewed HR Enablers Indicators in the Federal Government, according to the Balanced Scorecard, indicating that the Authority is drawing data and results on human resources enablers indicators in all 56 ministries and federal agencies from two main sources: the Human Resources Management Information System (BAYANATI), and an enterprise service bus (ESB), which was launched in 2015.

“The data collected from independent federal agencies are processed through the Federal Government's Human Resources Management Information System (BAYANATI) to verify its results and accuracy, she said.

23 indicators including 8 strategic

Fatima Rashid pointed out that the human resources enablers indicators in the Federal Government according to the Balanced Scorecard include 23 indicators, including eight strategic: (workplace happiness level, harmony, institutional loyalty, positivity in the work environment, Emiratization, as well as impact of sick leaves on employee productivity, the ration of women leaders to the total leadership of the organization, ratio of women in the professional and technical jobs to the total employees in this category, the number of training hours per employee, and percent of trainees..

HR Dashboard

She noted that, in 2016, the Authority launched the Government Digital Dashboard for human resource enablers indicator in the Federal Government and the Balanced Scorecard to provide timely data and results for human resources indicators in the Federal Government.

The digital dashboard comprises 4 main functions: Finance, Operations, Learning and Growth, and Customers. It also includes 16 indicators, 4 under each function. Each entity can determine through the dashboard the extent to which it has achieves the desired results, and its position compared to the rest of the federal entities operating the system by viewing clear graphic presentations online.

She explained that the HR dashboard helps proper planning in accordance with the results of HR key performance indicators, taking precautionary internal procedures to achieve the goals, and saves much time to get real-time reporting from just one page.

“The dashboard is simple to use and can display indicators and results in detail at anytime and anywhere, whether at work or outside the office”, she said.
