Sharjah DHR reviews BAYANATI System

Sunday September 30, 2018

The Federal Authority for Government Human Resources (FAHR) recently received a delegation from Sharjah Department of Human Resources, on a visit to the Authority to have a close look into the Federal Government’s HR Management Information System "BATANATI" and the most prominent electronic human resources systems and projects associated with it, such as Performance Management Systems, Training & Development System, as well as Payroll and Self-Service systems.

The delegation was received by HE Dr. Abdulrahman Abdul Mannan Al Awar, Director General of FAHR, HE Laila Al Suwaidi, Executive Director of Programs and HR Planning Sector, Shaimaa Al Awadhi, Director of HR Information System, and a number of staff members.

At the beginning of the meeting, HE Dr. Abdulrahman Al-Awar welcomed the delegation, stressing the importance of the visit in promoting joint national action and strengthening cooperation between the various federal and local government institutions. “Such meetings will have  positive impact on the governmental work environment and enhance the UAE's global leadership, especially in terms of government efficiency, and the attractiveness of work environment in government institutions”, he said.

He stressed that the experience of the Authority in the field of human capital development and empowerment, as well as the use of modern technology in the management of federal human resources, has been appreciated by many public and private institutions locally and regionally, many of which were keen to visit the Authority to see the best human resources practices applicable at the Federal Government level.

Shaimaa Al Awadhi, Director of Human Resources Information Systems at the Authority, gave a detailed explanation of HR Management Information System "BATANATI" and its human resources by-systems. She said that BATANATI was launched as an integrated electronic system for managing human capital in the Federal Government, and an important strategic platform for many government human resources services, procedures and systems.

She added: “A total of 62 ministries and federal entities are functioning under the umbrella of "BAYANATI" system, which was officially launched at the level of the Federal Government in 2012, in collaboration with the Ministry of Finance. It provides significant services for human resource departments in the ministries and federal bodies and the employees themselves.

“BAYANATI System It covers all human resource procedures, in addition to wages and salaries, in a fully automated manner, starting from the appointment of an employee until his retirement. Moreover, the system establishes a unified database at the Federal Government level, supports the decision makers and enhances the performance of human resources based on modern concepts and international standards.”

Shaima Al-Awadhi explained that the system provides a wide range of services to Federal Government employees. It ensures the payment of salaries through a unified system and enables employees to complete all human resources procedures through the self-service portal assigned for each employee. It also helps speed up electronic approvals for certain procedures.

She noted that self-service is one of the most important components of the system, as it enables Federal Government employees to complete and follow-up their own HR procedures. This function, according to her, would greatly facilitate the provision of human resources services in ministries and federal agencies and helps HR departments to focus on Strategic programs and initiatives rather than daily routine tasks.
