FAHR releases its Annual Report 2020

The Federal Authority for Government Human Resources (FAHR), has issued the Online Interactive Annual Report 2020, which highlights its achievements for 2020, in an innovative, interactive electronic format. The Report, was made public through the Authority’s website, was also circulated to Federal Government employees, via the e-mail of the Federal Government’s HR Management Information System “Bayanati”, as well as to its customers and partners via social media platforms.

At the beginning of its annual report, the Authority stated that the year 2020 had a great impact on the whole world, with all its challenges that followed the outbreak of Coronavirus (COVID -19) pandemic "COVID-19", which affected various aspects of work and life as well, forcing governments to take various precautionary measures. 

The Authority “The United Arab Emirates has been making exceptional efforts during this critical stage, in an attempt to ensure a balance between preserving the health and safety of society on one hand, and business continuity and provision of services to the public on the other,” the Report stated.

It adds that the UAE has succeeded to a large extent, thanks to the vision of its wise leadership and its strong technological infrastructure, to keep the vital sectors working, especially at the level of the Federal Government. It attributes this success to right decisions by the parties concerned whose position has been greatly strengthened by the availability of technological tools and automated human resources systems.

The Authority indicated that, during the past year, it was able to optimally invest in digital human resources solutions, by developing its existing systems and stepping up launching new ones, in order to overcome the crisis imposed by the pandemic and turn the challenges into promising future opportunities. “This was actually realized, as the Authority was able to maintain business continuity, keep training and development going on as usual at the Federal Government level,” the Report noted.

In its interactive report, the Authority sheds light on some of its achievements, including strategic initiatives and projects, during 2020, with some focus on the exceptional efforts in digitizing human resources systems at the Federal Government level, transforming them into smart.

The above initiatives and efforts were made, according to the Report, in order to keep pace with change and respond to the directions of the wise leadership  represented by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, and His Highness Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

7 Chapters reflect human resources position

The report comprises of seven chapters, providing a comprehensive overview of the reality of human resources in the Federal Government, and the remarkable developments in the federal human resources system, as part of the efforts to invest in government human capital.

The most remarable achievements made during the past year are connected with combating Coronavirus pandemic, and include preparing a manual for remote work in the Federal Government and procedural guidelines under emergency circumstances; developing a guide on office work environment and working from workplaces under emergency conditions; defining vital jobs to ensure business continuity; as well as activating the smart attendance and departure system project. Another important measure was conducting a study on remote work under emergency conditions at the Federal Government level through an electronic questionnaire in which 6327 employees from 53 ministries and federal entities participated.

The Authority’s important achievements during 2020: also include issuing  guidelines to deal with: people infected with COVID - 19, suspects and contacts; as well with employees who are not committed to precautionary measures to limit the spread of epidemics. Moreover it launched a new version of Performance Management System for Federal Government employees, the Smart Recruitment Platform  "Istiqtab", a guide on procedures for outsourcing governance in the Federal Government, an upgraded version of the electronic system for Strategic Workforce Planning, and the matrix for HR powers and responsibilities in the Federal Government.

During the past year, the Authority launched an electronic mechanism for Federal Government employees to help them in performing job description  tasks, mental and psychological support program “Hayat” with the aim of enhancing the mental health of employees and helping them with the assistance of specialists and advisors in leading companies at the state level.

It launched the digital fitness initiative for Federal Government employees using a smart application. The Authority also organized 14 virtual sessions held by the Human Resources Club, attracting nearly 47,000 professionals and people interested in the field, as well as dozens of awareness and specialized workshops and launched a specialized program to obtain a professional certificate in human resources in cooperation with the Society for Human Resource Management (SHRM).
