Memorandum of Understanding between FAHR & Emirates Canadian University College in Umm Al Quwain

The Federal Authority for Government Human Resources (FAHR) has recently signed a memorandum of understanding with the Emirates Canadian University College in Umm Al Quwain (ECUC), to take advantage of the services, solutions, as well as educational and training programs offered by the College, in developing the skills of federal government employees.

The MoU was signed by HE Dr. Abdulrahman Abdul Mannan Al Awar, Director General of FAHR, and HE Hamid Rashid Al Shamsi, Secretary General of the Executive Council of Umm Al Quwain, Chairman of the Board of Trustees of the College

The agreement stresses the importance of strengthening cooperation between the Authority and the College in the fields of education, training and development of employees of the ministries and federal bodies.

Under the memorandum, the College will join "Maárif" initiative of the federal government’s preferred training partners, which was launched by FAHR in 2013 in order to prepare a list of the best training providers in the UAE and make them available to the ministries and federal entities to benefit from their training programs at competitive prices.

According to the MoU, the College will provide the federal government employees with a variety of programs and general and specialized educational solutions and training courses at competitive prices or free of charge. The College will offer its specialized educational and training programs through ‘Maárif’ electronic System, which allows it to communicate directly with the ministries and federal bodies wishing to train their employees and receive requests for nomination to attend programs and courses.

Commenting on the signing of the MoU, HE Dr. Abdulrahman Al Awar, Director General of the Authority said: “This memorandum aims to enhance federal government employees’ knowledge, skills and capacity of the federal government through providing innovative and reliable training and education by a distinguished academic institution i.e. Emirates Canadian University College in Umm Al Quwain”.

He added: “The Authority is keen on empowering the employees at the ministries and federal bodies and qualifying them to keep up with the latest developments in the twenty-first century labor market and keep pace with its rapid changes. This will enhance the UAE's global leadership in terms of government efficiency and contribute to realizing the vision and aspirations of our wise leadership represented by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.”

HE shed light on ‘Ma’arif’ Initiative saying that it aims to secure reliable training for all federal government employees, cover their training needs in line with the requirements of Training & Development System for federal government employees. It also establishes a partnership based on social responsibility, achieve a financial surplus from the training budgets of federal entities, and serve the maximum number of employees. More importantly, the initiative assists federal entities to select training courses online, in accordance with predefined time frames.

HE Hamid Rashid Al Shamsi, Secretary General of the Executive Council of Umm Al Quwain, Chairman of the Board of Trustees of the Emirates Canadian University College, praised the leading role of the Federal Authority for Government Human Resources in exploring ways of  cooperation with academic institutions to train the federal government employees in line with the aspirations of the UAE’s wise leadership aimed at investment in the human element, which is the basis of sustainable development.

According to HE, attracting leading institutions such as the Emirates Canadian University College will open up new horizons for those wishing to complete their university education, attend vocational training courses, or support creative skills, and motivate young federal government employees to innovate, in line with national endeavors.

He said: “This MoU will help in achieving the objectives of the UAE National Innovation Strategy and improve the performance and efficiency of human resources working in the federal government, through a series of training programs provided by the College. Our programs are based on a smart, innovative and flexible learning methodology to ensure keeping pace with the rapid changes imposed by the digital age.”
