Thursday March 23, 2023

FAHR held recently an interactive, paperless brainstorming session, using digital tools and artificial intelligence techniques, with the purpose of discussing the most prominent features and advantages of the remote work experience in the federal government in the last few years. The participants tried to formulate proposals and recommendations that would serve the federal government’s policy aiming to increase productivity and flexibility, improve performance, and create a stimulating work environment, by benefiting from previous experiences and international best practices.

The session, which was held a part of the "Remote Forum", which was organized by the Office of Artificial Intelligence, Digital Economy and Remote Work Applications in the UAE government, and lasted for two days at the Museum of the Future in Dubai, was attended by Her Excellency Laila Obaid Al-Suwaidi, Acting Director General of FAHR, and some executive directors of support services from ministries and federal entities, in addition to human resources directors and officials from both public and private sectors. The session was also attended by young representative of the federal government, representatives of expert houses, representative of world-leading technology companies, and several directors from FAHR.

In the opening speech of the session, Her Excellency Laila Obaid Al-Suwaidi stressed the importance of this constructive dialogue with thought leaders and experts, in order to improve the remote work experience at the level of the federal government. She added that remote work has become one of the main work patterns due to its advantages that serve the UAE government policy, and its permanent endeavours to achieve a better application of international practices, to improve the level of the government work system, therefore get the best results by raising productivity, attracting talents and competencies, and providing quality services to customers.

Her Excellency praised the government's policy aimed at preparing federal standards for remote work before the end of this year, stressing that this step serves the UAE's policy of developing legislative frameworks for the governance of the remote work system.

She explained that the human resources legislation applied at the level of the federal government is characterized by sufficient flexibility, which would facilitate the process of applying new non-traditional work patterns, such as flexible work, remote work, hybrid work, and other patterns made available by the legislator, and stipulated in the new human resources law in the federal government, which entered into force early this year.

Her Excellency Laila Al-Suwaidi stated that the UAE government is taking the lead in managing transformation in work methodologies and its various types, and has succeeded in strengthening its position globally, thanks to the comprehensive digital transformation efforts and its integrated technical infrastructure. She noted that the UAE government is constantly striving to improve its experiences, by looking for best practices applied, and creating future promising models in various fields of work.

She mentioned that FAHR began implementing the remote work system in the federal government sector since 2017, when it applied it experimentally in some federal entities, and was able to measure its impact on productivity, that is, years before the Covid-19 pandemic, which helped in the success of the experiment and the continuity of providing services during the pandemic period.

During the workshop, the participants discussed the best practices applied in remote work, mechanisms for measuring employee productivity, the most important challenges that may hinder the course of the experiment, ways to overcome them, and systems and procedures that can be developed, to come up with unified federal recommendations and standards to draw features of the remote work policy at the level of the federal government.
