HE Ahmed Mohammed Bin Humaidan, Director General of Dubai Smart Government confirmed that Dubai Government’s infrastructure is capable of achieving the requirements of smart government initiative recently launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, pointing out that Dubai Smart Government provides shared services and systems for the benefit of government entities in managing their resources and automate customer services. These services include: Government Information Network (GIN), Government Resources Planning (GRP) Systems and Government Service Bus (GSB).

HE’s statements came as part of a presentation at the HR Club Forum  held by the Federal Authority for Government Human Resources (FAHR) last Thursday at the Intercontinental Hotel Festival City under the title      “Smart Government", in the presence  HE Humaid Mohamed Al Qatami, Minister of Education and Chairman of the Federal Authority for Government Human Resources; HE Dr Ahmed Shuaibi, Director General of the Institute of public Administration in Saudi Arabia and accompanying delegation; HE Dr. Abdulrahman Al Awar, Director General of FAHR and along with directors and staff of sectors and departments; HE Tariq bin Khadim, Director of HR Department in Sharjah; HE Mohammed Zayoudi, Director of HR Department in Fujairah, and nearly 250 members of the Club, as well as those interested from all public and privates sectors.

He explained that the leadership of the United Arab Emirates, led by His Highness Sheikh Khalifa bin Zayed Al Nahyan and His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, pay the utmost attention for the Emirati youth and give them confidence because they believe in their abilities and their pivotal role in the ongoing efforts to place the UAE among developed countries and achieve the UAE Vision 2021. He then stressed the importance of the strategic role played by qualified UAE citizens to translate the smart government initiative into a tangible reality.

The Director General of Dubai Smart Government said: "The aspirations of His Highness Sheikh Mohammed bin Rashid Al Maktoum to transform Dubai into a leading economic hub in the modern economy cannot be achieved without harnessing technology in all its forms and its potential in the service of the people of this nation, both citizens and residents. This can only be done through converting all government services to smart to make things easier for customers, which requires concerted efforts and greater coordination between all concerned governments, public and private institutions, as well as providing integrated smart services, in order to save time and effort in service delivery”.

HE Ahmed Mohammed bin Humaidan added that the working team of the smart government initiative has introduced an electronic system that ensures confidentiality and protection of information, through the launch of an information security system, which provides a general framework for Information Technology governance assurance, and allows Dubai Government entities the opportunity to share information with other government agencies, as deemed appropriate. However, he stressed the need to enact more policies, legislation and detailed regulations governing the exchange of shared information.

Addressing the most important pillars of a successful smart government, HE said that they include: the support of the wise leadership of the UAE and clarity of vision, cooperation between the government and private entities, creativity in the design of integrated services that meet customers’ needs, availability of qualified and trained manpower to lead the change, in addition to employing the vast amount of information to support decision makers and improve services continuously.

According to Bin Humaidan, a total amount of over five billion and 33 million dirhams was collected electronically since 2003 until 16 Dec. in 29 government entities participating in the e-Pay system, which underlines the confidence of clients in the system and the success of the experiment. Moreover, the number of e-Pay transactions executed in those entities during the same period exceeded 4 million.
