FAHR Provides 1876 legal consultancy services for Federal Government employees in 9 Months

The Federal Authority for Government Human Resources (FAHR) revealed that it responded, since the first quarter 2017 up to the end of September, to nearly 1876 legal advice requests and enquiries submitted by employees of federal ministries and entities, local and private organizations and the public. The legal services related to human resources policies, legislations and regulations in federal ministries and independent entities.

Hamad Bu Amim, Acting Director of Policies and Legal Affairs, FAHR, said that the Legal Consultation Team at the Authority dealt with huge number of consultancy requests and enquiries (1876) submitted by federal ministries and independent entities, as well as local and private organizations and the public within and outside UAE in 9 months, compared with 1020 requests during the same period in 2016.

47% of inquiries via Consultancy Team’s Email

Hamad Bu Amim noted that 47% (887) of the legal enquiries submitted to FAHR during the past 9 months were delivered via the email address designated to the Consultancy Team, while 449 were received through the Online Support Service Office, and 393 by phone.

According to Bu Amim, most of these enquiries focused on appointment, contracts, allowances, transfer, delegation, loan, promotions, leaves, workplace violations, official working hours, termination of service, etc.

He said that leaves registered 29% of the total enquiries delivered by employees of federal ministries and entities, compared to 21% for allowances and increments, and 6% for contracts in the Federal Government

Highest percentage of consultancy requests by Health and Education employees

Bu Amim revealed that the Ministry of Health and Prevention registered the highest demand for legal advice services during the last period, with 219 enquiries, followed by the Ministry of Education with 164, and Ministries of Justice in third place with 100 enquiries.

Enquiry Response Mechanism

Acting Director of Policies and Legal Affairs said: “The in-house consulting team usually studies the enquiries submitted by employees of the ministries and federal bodies with regard to federal government human resources laws, regulations, legislations and policies. The team seeks to unify legal opinions on all issues presented to FAHR and to document for the legal principles in order to simplify work procedures in the future.

“The Authority held during 2017 a series of meetings and specialized workshops involving ministries and federal bodies that frequently ask for legal advice than others as revealed by monthly reports issued during 2016”.

35 HR Forums for federal entities in 9 months

Bu Amim added “We have developed an integrated plan to hold a series of awareness meetings on human resources during 2017 in 56 ministries and federal entities. A team from the Authority will organize an official visit to each federal entity in order to raise awareness about the HR laws and policies applied at The Federal Government level, in particular the provisions of Federal Law No. 17 of 2016, to ensure the proper application thereof, as well as awareness HR systems and requirements such as Balanced Scorecard. It should be noted that the Authority held since the beginning of 2017, nearly 35 HR forums/discussion groups.”

He emphasized the Authority’s keenness to simplify the communication mechanism for federal ministries and entities wishing to obtain legal advice with the legal consultation team, and provided more than ten different channels for communication with the team. These channels include the online website of the Authority: www.fahr.gov.ae , email address, smart applications, the “Remedy System”, the human resources automation system (OPA), social media (Twitter), official correspondence, legal clinics, live chat, which aims at providing direct contact with all employees with the feature of immediate response to enquiries in addition to the free toll number 600525524 and fax 04/2953444.

Legal Consultancy Team

It should be noted that FAHR had formed a legal consulting team in late 2010 as part of its keenness to create a sound legal culture among the employees of ministries and federal agencies about human resource legislation, policies and regulations applied in the Federal Government, by responding to inquiries and questions related to legal issues.
