FAHR issued its Annual Report for 2021 Achievements

The Federal Authority for Government Human Resources (FAHR) issued its interactive Annual Report that documents its achievements during the year 2021. The report sheds light on the Authority’s most prominent achievements and the initiatives and projects it implemented over the past year. The report is available in Arabic and English on the Authority's website at www.fahr.gov.ae.

In the report’s opening statement, the Authority states that it had made many significant and remarkable achievements over the past few years. Most notably, it managed to transform the federal government human resources systems and turn them into world-class systems thanks to its creative initiatives, policies, legislations, proactive regulations, and specialized smart solutions in the field of human capital management and development.

Furthermore, the Authority explained that, over the past years, it adopted a clear vision, and sought to achieve great goals in line with the visions and directions of the United Arab Emirates’ wise leadership who always strive for the best. Through these efforts, the Authority aspires to help the United Arab Emirates become one of the leading countries globally across all indices, and firmly believes that the best investment lies in the human resource who is the main driver behind any progress.

In addition to that, the Authority emphasized that ever since its establishment in 2009, it focused heavily on developing the different skills of the federal government employees to meet the UAE’s aspirations and its future ambitions. It also seeks to attract and retain distinguished talents in the federal government, provide an attractive and stimulating work environment, and focus more on national workforce to allow the federal government sector to play a pivotal role in leading the desired change over the next fifty years.

The Authority also pointed out that it is currently working on many creative initiatives and projects that address the new government work methodology in line with the Principles of the 50 approved by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. These initiatives and projects shall help the country achieve a qualitative leap and significant returns state-wide.

Over the past year, the Authority made some significant achievements, including, launching the predictive reporting system for human resources indicators in the federal government called "Istishraf" whereby artificial intelligence technologies were used to study and analyze government human resources indicators. This approach involved the use of machine learning and artificial intelligence algorithms to analyze historical government employee data available on the Federal Government’s Human Resources Management Information System “Bayanati” and the related electronic human resources systems.

Additionally, the Authority worked on developing the smart system that measures the productivity level of federal government’s employees called “Momaken”. This new electronic system is supported by artificial intelligence technologies and helps ministries and federal entities measure the productivity and performance of their employees and work teams, thus allowing them to enhance productivity and achieve optimal investment in their human resources by enhancing strengths and tackling weaknesses.

Last year, the Authority launched the "Elite" initiative for vocational certificates targeted at federal government employees as part of its continuous efforts to develop and enhance the skills of employees working at ministries and federal entities. The initiative provides certified professional certificates and programs offered by local and international universities and training institutes within 20 job categories at preferential rates.

Other notable achievements included launching "Injaz" project in 2021 which aims to automate the processes and procedures of joint support services in the federal government. The project relies on robotic process automation (RPA) technologies to digitize the procedures of joint support services in the federal government.

In 2021, the Authority also updated the Code of Ethics and Professional Conduct Document in the federal government, launched the updated version of the Guide of Human Resources Policies and Procedures in the Federal Government, prepared for launching a project aimed at enhancing the experience of federal government employees, launched the second phase of the Virtual Assistant Service ‘Hamad’ for FAHR’s customers project, launched the Guide to Occupational Health & Safety in the Federal Government’s office work environment, and prepared for the launch of the first artificial intelligence-based job interview platform that incorporates the Emirati dialect.

The Authority played a pivotal role in tackling the challenges that the Covid-19 pandemic brought about across the federal government, and was able to run its operations normally, which ensured business continuity and service provision. It also managed to maintain the health and safety of its employees and their family members by implementing several creative projects and initiatives by utilizing its advanced technological infrastructure, including its Federal Government’s Human Resources Management Information System “Bayanati” and the associated subsystems.

Moreover, the Authority was able to automate several processes used to govern the Authority’s response to the pandemic at the federal government level through its “Bayanati” system whereby it automated one of the procedures used for recording the health status of the federal government’s employees in “Bayanati” system in terms of Covid-19 infection. The Authority also automated other procedures, such as the registration of remote work requests submitted by employees who have been in contact with infected individuals, as well as the registration of employees who have already received the Covid-19 vaccine.

As part of its continuous efforts to tackle the challenges associated with the pandemic, the Authority linked its “Bayanati” system with Al-Hosn App last year to exchange the federal government employees’ data related to Covid-19 and provide decision makers in the federal government with real-time smart reports, especially regarding Covid-19 cases, test results, and vaccinations.

Finally, the Authority succeeded in implementing a project aimed at linking “Bayanati” system with the health authorities and entities in the UAE to keep track of Covid-19 cases and vaccination rates among the federal government’s employees across the country.
