FAHR explains amendments on Federal Human Resources Law

The Federal Authority for Government Human Resources (FAHR) announced that a series of awareness workshops and meetings will be held to explain the amendments recently approved on the Human Resources Law in the Federal Government, targeting ministries and federal entities which are subject to the Law.

In this regard, Badria Ayoubi, Director of Policy and Legal Affairs in the of the Federal Authority for Government Human Resources explained that  the workshops are intended to raise awareness among the employees of HR and legal affairs departments in the ministries and departments about amendments of certain provisions of Federal Law by Decree No. 11 of 2008 as included in Federal Decree Law No. 17 of 2016 in the Federal Government, recently issued by His Highness Sheikh Khalifa bin Zayed Al Nahyan "may God protect him."

She said that the workshops comes to confirm the keenness of the Authority to ensure the proper implementation of human resource regulations, policies and systems at the Federal Government level, stressing that a special legal consultancy team offers support and advice as to formulating relevant legislation and policies on federal human resource issues.

Badria Ayoubi added that the workshops were attended so far by 14 federal entities, namely the Ministry of Education, Ministry of Health and Prevention, Ministry of Human Resources and Emiratization, Ministry of Justice, Ministry of Energy, Ministry of Community Development, Ministry of State for Federal National Council Affairs, Ministry of Climate Change and Environment, Ministry of Infrastructure Development, Ministry of Culture and Knowledge Development,  Ministry of Finance, Ministry of Economy, Ministry of Foreign Affairs and international Cooperation.

It should be noted that the new Decree Law included 22 Articles modified from Federal Law by Decree No. 11 of 2008 on human resources in the Federal Government, as amended. The last amendment is the third one on HR Law in 8 years, so as keep up with developments locally and globally.

The Federal Decree Law No. 17 of 2016 in the Federal Government will come into force four months from the date of its publication in the Official Gazette, and will be implemented as of 9 February, 2017.

FAHR stated that the amendments were made in line with the strategic directions of the Federal Government to enhance the efficiency of government human resources, create a stable business environment in order to boost employee performance and productivity.

The statement added:”These amendments come as a result of regular review of human resource regulations and systems in the Federal Government, in collaboration with relevant federal authorities.

“The amended Decree Law reflects UAE Vision 2021, and embodies the Government’s policies aimed at raising the effectiveness of policies and legislation related to human capital development through upgrading the practical and professional competencies of national human resources in all areas and different sectors.
