The Federal Authority for Government Human Resources (FAHR) revealed that it responded to 700 legal consulting requests submitted by employees of federal ministries and entities, local and private organizations and the public during Q1, 2021. The legal services related to federal human resources policies, legislation and systems.
In this regard, Hamad Bu Amim, Director of Policies and Legal Affairs, said that the Authority’s Legal Advisory Team dealt with 700 legal inquiries0 submitted by federal ministries and entities, as well as organizations within and outside UAE during during Q1, 2021, equivalent to nearly 86% of the total legal service requests received by the Authority.
He indicated that the Legal Advisory Team has dealt, since its formation in 2010 until mid-2021, with more than 13,200 legal consultations and inquiries, received from government and private entities and the public, which focused in their entirety on human resources systems and manuals approved in the federal government, bonuses and allowances, leaves, housing allowance, contracts, and promotions.
Official Channels for obtaining legal services
Bu Amim indicated that the Authority had assigned 9 official channels through which legal inquiries are received. These include the Customer Happiness System, the Authority’s website: (www.fahr.gov.ae), the Legal Advisory Team email: (Legal@fahr.gov.ae), the Authority’s Smart App. (FAHR), HR forums, the Virtual Assistant Service for the Authority Customers (Hamad), Unified Call Centre, in addition to various Authority accounts in social media, e.g. Twitter, Instagram and Linkedin.
89% of legal advice received through Customer Happiness System
The Director of Policies and Legal Affairs Department explained that 89% of the legal advice received by the Authority during 2021 were channeled through the Customer Happiness System (CHS) launched in August 2019, as an integrated smart platform through which the Authority provides its key services to ministries and federal entities, as well as the private sector and the public.
CHS is also an interactive electronic portal through which the Authority provides the necessary support to the ministries and federal entities, with regard to the operation and maintenance of all electronic human resources systems under the umbrella of the HR Management Information system in the federal government "Bayanati".
He said: "The Legal Advisory Team at the Authority studies inquiries received by the Authority on a daily basis regarding laws, legislation and human resources policies in the Federal Government, and the ministerial decisions, rules and regulations issued in this regard, and the team aims to unify legal opinions in all matters before the commission, and to document legal principles to unify and facilitate work procedures in the future.”
It should be noted that FAHR had formed a legal advisory team in late 2010 as part of its keenness to create a sound legal culture among the employees of ministries and federal agencies about human resource legislation, policies and regulations applied in the Federal Government, by responding to inquiries and questions related to legal issues.
