The Federal Authority for Government Human Resources (FAHR) recently organized in Dubai a special workshop in preparations for the second Annual Meeting of the UAE Government to be held in Abu Dhabi on 3 and 4 October.

The aim was to consult with federal and local government institutions on key strategic challenges and initiatives related to Government Human Resources Axis.

In a speech during the workshop, HE Dr. Abdulrahman Al Awar, Director General of the Authority said that the secret behind the leading position the UAE is currently enjoying worldwide, lies in its competent and distinguished human resources capable of keeping pace with all changes and developments at various levels and in all fields.

“This would not have been possible without the close follow-u by our wise leadership that firmly believes in the importance of investment in human resources and strives to develop their capabilities and provide them with all requirements for success”, he said.

He underlined the importance of cooperation, coordination and exchange of experiences and successful practices in various fields between all federal and local institutions across the country, in order to develop the system of government, enhance its efficiency and consolidate the global leadership of the UAE in this field, in line with the aspirations of the prudent leadership represented by President His Highness Sheikh Khalifa bin Zayed Al Nahyan, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

The Director General of the Authority added: “This workshop comes in coordination with the Prime Minister’s Office and within the framework of the Authority's keenness to contribute to the success of the national initiatives launched at the second Annual Meeting of the UAE Government on Human Resources Axis.

“We also feel that it is important to familiarize our partners in the ministries and federal bodies, as well as human resource departments at the local governments, with the developments regarding the implementation of the six human resource initiatives that resulted from the first round of the meetings. This workshop, therefore, focuses on the most important challenges facing governments in managing and empowering their human resources.”

He noted that since September 2017, more than five coordination meetings took place with the technical team formed by the Authority and the human resources departments at the local governments, during which many ideas and proposals were discussed to enhance cooperation, coordination and integration in the field of human resources between the Federal and Local Governments.

Klaitham Al Shamsi, Director of Strategy and Future, FAHR, explained that the workshop discussed the six national initiatives proposed under the Human Resource Axis at the second round of the Annual UAE Government Meetings, which aim at empowering and enhancing the role of governmental human resources to serve the governmental orientations of the state within three pillars: Digital government human resources, managing future government institutions and their legislation in the field of human resources, talent management to enhance the efficiency and performance of government services.

She said that the participants discussed a number of important topics related to the future of human resources and impact of technology on the work environment. These included: the impact of technology on institutions and customers, the form of institutions in the future, the changes required by government institutions to keep pace with these developments, requirements of the work environment during the coming years, the expected method of communication between employees in light of the tremendous technological developments, how to prepare government employees for the requirements of future governments, as well as the mechanisms of talent management under future governments and the skills to focus on to enable government employees to keep abreast of the future labour market changes.

For her part, Maha Khamis, Senior Executive, Policies & Research, gave a presentation on the latest developments regarding the six human resources initiatives that resulted from the first round of the UAE Government's Annual Meetings last September, during which FAHR took over moderation of Governmental Human Resources Axis. The six national initiatives are: Aligning and integrating human resources policies and systems; Assessing the level of HR Maturity; Unified Database of government human resources; Smart screen technology for human resources systems; Studying Critical Skills for Future Jobs; Human Resources Club ( to cover all parts of the country).

The workshop was attended by HE Dr. Abdulrahman Al Awar, Director General of the Authority; HE Aisha Al Suwaidi, Executive Director of Human Resources Policies Sector; HE Laila Al Suwaidi, Executive Director of Programs and Human Resources Planning; HE Ibrahim Fikri, Executive Director of Support Services Sector, in addition to a number of sector and department directors, and representatives of ministries, federal entities and human resources departments in local governments.
