The Legal Consultation team at the Federal Authority for Government Human Resources (FAHR) received approximately 2,400 legal consultations during the first quarter of the current year. These consultations were received from federal ministries, entities, employees, local and private entities, and the general public. They covered policies, legislation, and human resources systems implemented at the federal government level.
In this context, Amna Al Mandoos, Director of Policy and Legal Affairs Department at the Authority, stated that the Legal Consultation team responded to 2,400 legal consultations received from federal ministries, entities, and the public during the first quarter of 2023. This was done through various official channels dedicated to receiving legal consultations, including digital channels such as the Customer Happiness System (CHS), the Authority's smart application "FAHR," "Hamad" the virtual assistant for the Authority's customers and the unified call center at 600525524.
She also emphasized that the Customer Happiness System (CHS) available on the Authority's website, www.fahr.gov.ae, received the majority of the legal consultations addressed to the Authority, accounting for 91% of the total inquiries. The Authority's smart application followed, accounting for approximately 8% of the total queries. She noted that the inquiries, as a whole, were mainly related to leave, allowances and benefits, promotions, and electronic human resources systems under the umbrella of the Federal Government Human Resources Information Management System, "Bayanati."
Moaza Abushalibi, Head of the Legal Consultations Department at the Authority, affirmed that the establishment of the Legal Consultations team in 2010 was driven by the Authority's commitment to fostering a sound legal culture regarding legislations, policies, and human resources systems implemented at the federal government level.
As for the working mechanism of the Legal Consultations team, she made it clear that the team daily examines the inquiries received by the Authority regarding laws, legislations, and policies related to human resources in the federal government. The team also reviews ministerial decisions, regulations, and issued systems in this regard. It aims to standardize legal opinions on all matters presented to the Authority and document legal principles to unify and facilitate future work procedures.
