FAHR launches the strategy for government HR digital transformation 2021-2023

The Federal Authority for Government Human Resources (FAHR), recently launched the updated version of its strategy for digital transformation in the field of government human resources for the period 2021-2023, including a set of forward-looking initiatives and projects and others enhanced with advanced technologies. The strategy serves federal government employees in several areas such as: self-service human resources procedures, training and development, efficiency and productivity measurement, employment, and predictive reports on future human resource trends in the federal government.

Addressing this issue, HE Laila Obaid Al Suwaidi, Executive Director of  Programs and Human Resources Planning Sector at the Authority explained  that the strategy is a major milestone that would change the concepts and mechanisms of prevailing government work. 

“All projects included in the strategy are supported by automation techniques as well as advanced and best digital solutions applied globally in the field of human resources, which will support federal ministries and entities, and enable them to efficiently manage their human resources, and enhance the capabilities of federal government employees and develop their skills, so that they could keep pace with the requirements of the future and the rapid global labor market changes,” she noted.

Development of an Enabler System and dashboard

Laila Al Suwaidi added: “The strategy also included the development of an Enabler system project and associated dashboard, which aims to measure and increase productivity, and help federal agencies to optimally invest in their human resources. The new digital system analyzes and measures the results of employees’ daily performance,  identify factors that encourage   employee productivity, and help in making recommendations on improving efficiency and achieving the best standard performance levels.”

According to HE Al Suwaidi, the plan set by the Authority for the development of Enabler System includes the completion of the development processes of the digital system "competence", which forms part of Enabler project, developed to enhance federal government employees’ efficiency in the workplace, as well as develop its own dashboard to monitor performance at the individual level, organizational units level, or federal entity level.

She revealed that the Authority is preparing to launch the second phase of  "Injaz" project to automate the procedures of joint support services in the federal government, the first phase of which was launched last year, and aims to improve performance and , achieve work efficiency, in terms of reducing time and effort for employees of support services and joint support departments in federal entities, by automating some of the daily routine and repetitive procedures in systems, using Robotics Process Automation technology. 

HE Al Suwaidi added: “The second phase of the project will focus on automating more procedures regarding joint support services in ministries and federal entities, i.e. end-of-service and human resources procedures,  as well as appointment via Bayanati system.”

Enhancing the predictive reporting system for HR Indicators "Istishraf"

For her part, Shaima Al-Awadhi, Director of HR Information System Department at the Authority, indicated that the Authority will launch the second phase of the predictive reporting system for HR indicators in the federal government, "Istisraf". “The experimental phase was launched in 2020 at the Authority level as a smart system enhanced with highly advanced technology, to produce predictive reports based on mathematical equations and numerical models, which contribute to providing proactive estimates and future projections regarding some vital HR indicators within the federal government, in the coming years, based on the archaival records of employees available in Bayanati systems and other related systems”, she said.

Shaima Al-Awadhi pointed out that Istishraf system is a first of its kind initiative in the region and comes in line with the aspirations of the UAE’s wise leadership regarding the future of government human resources by enhancing the attractiveness of the government work environment and improving the quality of services provided by government institutions to customers.

She added: “Istishraf project will support the efforts of the UAE Government to develop a robust workforce strategic and succession planning, and draw proactive plans and solutions for any changes that may occur in the future of human resources in ministries and federal entities, as well as enabling these entities to prepare second and third lines of leadership, especially at the level of critical and professional jobs.”

Launch of the second phase of the Virtual Assistant Project “Hamad”

Imran Al Shamsi, Head of HR Systems Development and Maintenance,  said: “The Authority will launch during the coming period the second phase of the Virtual Assistant Project (Hamad) - chatbot, available on its website www.fahr.gov.ae. Hamad, is a window for instant conversation developed by the Authority last year, using artificial intelligence technologies, with the aim of providing an interactive channel to communicate with customers, and provide technical support and advice to them about a number of services and systems through harnessing technology to enhance the work system.

“The service automatically responds to all customer inquiries about some of its services such as training services, HR systems, legal advice, and technical support, through a dedicated conversation window.”

He explained that the Authority is currently entering into "Hamad" all federal government HR laws, policies and legislation, and it is being linked with the HR Management Information System "Bayanati", and the Customer Happiness System, which is an interactive platform that includes all the Authority’s services. Federal government employees will be able through Hamad to submit leave and permission requests, obtain to whom it may concern letters, review the latest news and agenda of the Authority activities, display their personal profile data and employment contract, as well as  attendance record
