FAHR launches the Ta’afi (Recovery) initiative to contain the complications of COVID-19 in the Federal Government

The Federal Authority for Government Human Resources (FAHR), has recently launched the "Ta’afi" Initiative, which aims to provide a healthy and safe work environment for Federal Government employees and customers alike, by monitoring and following up on the situation under COVID-19 in all ministries and federal entities.

The monitoring process is enhanced by linking the results of Al-Hosn application with the smart reporting system, which is one of the vital electronic human resources systems under the umbrella of the Federal Government’s HR Management Information System "Bayanati".

In this regard, H.E Laila Obaid Al Suwaidi, Acting Director General of the Authority, confirmed that “Ta’afi” initiative is an important part of   the many initiatives and tireless efforts made by the Authority at the Federal Government level, since the outbreak of COVID-19 pandemic at the beginning of 2020. These initiatives and efforts aimed to preserve the health and safety of employees of ministries and federal entities, their family members, and customers, as well as support the UAE’s efforts to contain the spread of the pandemic and limit its effects on various business sectors and aspects of life.

H.E explained: “Ta’afi” initiative is an information service, which aims   to keep ministries and federal entities fully informed of the developments of COVID-19, and support them with taking decisions and precautionary measures according to current health data, derived from Bayanati’s smart reporting system and Al-Hosn application. The most data include employee vaccination rates, the percentage of COVID-19 infection among them, and the number of employees in contact with infected people. The project was completed in cooperation with the National Authority for Emergency, Crisis and Disaster Management, and Ministry of Health and Community Protection”.

She added: “The electronic linkage of indicators and statistics related to the COVID-19 pandemic is one of the vital strategic projects on which the UAE government relies a lot in achieving sustainable community recovery, and continuing the impressive progress made by the state in managing the pandemic”.

She explained that “Ta’afi” initiative will enable the ministries, federal entities and HR departments to make sound decisions to confronting the pandemic, using HR data provided by Bayanati system about the situation of infection among employees. The data will also help in determining the deadlines for taking supportive doses, and the improvement measures that the authorities should take in light of the developments.

The Acting Director General conclude her remarks saying, “Ta’afi” initiative will definitely make it easier for ministries and federal entities  to track and report cases of infection and contact, on a daily basis, within the work environment, identify areas of concentration and spread of infection, follow up on infected employees, and take the necessary measures, according to a documented electronic mechanism via  “Bayanati” and Al-Hosn systems. She explained that "Bayanati" system will send electronic notifications to Federal Government employees to remind them of the dates for completing the vaccination doses, and taking the required tests, in accordance with the approved protocols.

Classification of entities according to pandemic spread rates

For her part, H.E Aisha Khalifa Al Suwaidi, Executive Director of HR Policies Sector, explained that the ministries and federal entities will be classified into four levels (green, yellow, orange and red), depending on two important factors: the percentage of injured employees in the entity, and the proportion of employees who have received two or more doses of any approved COVID-19 vaccine.

She said: “The Authority has developed a smart monitoring and reporting panel, and linked it with Al-Hosn application, in order to take the necessary corrective measures, and follow up the key performance indicators related to achieving recovery in all ministries and federal entities. It has also developed a mechanism for issuing alerts and notifications of cases, via "Bayanati" system, based on the results of the recorded tests through the linkage with Al-Hosn program”.

She called on managements at the ministries and federal entities to follow up on the smart indicators panel, on a daily basis, and implement  the recommendations issued by the HR Department, to address their health situation, at the same time urging HR departments to identify  infection and contact cases, as well as the number of employees who received the vaccine, and ensure compliance with the precautionary measures adopted in the entity.

H.E Aisha Al-Suwaidi indicated that "Bayanati" system, will send electronic notifications to ministries and federal entities, under “Ta’afi” Initiative: to the higher management of an entity classified within red or orange color group, to a HR department with employees tested positive on Al-Hosn application, to employees to remind them of the dates for booster doses, etc.

Orientation Workshop

In order to introduce “Ta’afi” Initiative, the HR Policies Sector in the Federal Authority for Government Human Resources, recently held a virtual workshop, with the participation of dozens of HR Managers and officials in ministries and federal entities. The workshop highlighted the main features of the initiative, which links “Bayanati” system with the Al-Hosn application and responded to queries raised by the participants on the new system.


H.E. Aisha Khalifa Al Suwaidi, Executive Director of HR Policies, Zayed Al Qahtani, Director of Performance Evaluation and Follow-up Department, and Noora Jassim, Head of Performance Indicators Measurement and Follow-up Department, spoke during the workshop.
