The Federal Authority for Government Human Resources (FAHR) and the Ministry of Finance has decided to officially start operating Phase 1 of HR Information Management System “BYANATI” on January 31, 2012.
FAHR aims to use this system for the development of human resources in the Government sector according to best practices and standards applicable world-wide in the field of human resource management.
The implementation of the system stems from the importance a database for HRD in the Federal Government sector to reflect the current situation of the sector and support decision-making, as well as facilitate administrative procedures and financial processes related to HRD.
Partnership
The new system has been launched as a partnership project involving the Federal Authority for Government Human Resources and the Ministry of Finance in order to underline the importance of the project, enhance the performance of human resources in the Federal Government and ensure effective operation of Phase 1 of the system.
According to the circular issued jointly by Dr. Abdulrahman Al-Awar, Director General of the Federal Authority for Government Human Resources and HE Yunus al-Khuri, Undersecretary of the Ministry of Finance, Phase 1 of the project includes the implementation of all procedures relating to Core HR, as well as penalties and grievances.
Phase 1
The project’s Phase 1 involves the Public Servant and BAYANATI system working concurrently for one month from operation date. Thereafter, the former system will be closed after ensuring the accuracy of all procedures in BAYANATI System.
Work Teams
During the concurrent operation period, work teams formed in each federal ministry must regard BAYANATI as the primary system and the present Public Servant system as secondary. All transactions will be first entered in BYANATI System and thereafter in the current Public Servant System by respective HR departments at the Federal Government ministries.
Assigning numbers for employees according to the previous system will be retained, while numbers in BYANATI System (which will be subject to adjustments and updating in alignment with the financial system), will form the main identifier for all employees.
Procedures
HR departments at the ministries will compare financial transactions between BYANATI and the present Public Servant systems and present resulting deviations (if any) to the Authority’s support team for necessary action.
The work teams at each concerned unit will be committed to producing reports on financial transactions derived from BYANATI and the present Public Servant systems, comparing these reports and sending them to their respective units.
Training
The Federal Authority for Government Human Resources (FAHR) and the Ministry of Finance have trained members of the work teams at each federal unit on the optimal use of the new system in their capacity as users and trainers. A refreshment training session was organized on January 24 for main and end users on various procedures relating to Core HR, as well as penalties and grievances. The session took place at the Ministry of Social Affairs auditorium and was attended by about 130 representatives from various HR departments.
Operational Mechanism
Considering the importance of providing support to different federal ministries and agencies, and to ensure the best implementation of the system, the Federal Authority for Government Human Resources and the Ministry of Finance have laid great emphasis on the mechanism that has been adopted for the operation of Phase 1 of BYANATI System.
The mechanism is based on the provision of a first line support by the Authority through training a number of main users and senior technical staff in various units to monitor and resolve technical problems that may occur in the system during operation phase, especially application related- issues, in order to ensure proper operation of the system and overcome the problems that en-users might encounter. A second line support is also provided so that in case the first line support fails to address the problems, they will be referred to concerned personnel at the technical support office of the Authority.
