FAHR honors a number of distinguished Federal Government employees in ‘Testahal’ Program

HE Hussain Ibrahim Al Hammadi, Minister of Education and Chairman of the Federal Authority for Government Human Resources (FAHR) confirmed that the remarkable achievements made by the UAE over the past years in all areas, was a natural outcome of wise guidance of UAR’s prudent leadership , led by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, towards the development and empowerment of national human capital.

The Minister explained that the wise leadership has given confidence to the young UAE people and provided them with all means of development,  success and creativity, in the belief that they are capable of contributing to the prosperity of the country in the future and achieve the UAE Vision 2021 and its national agenda and consolidate the UAE,s leading position globally.

This came in a speech on the occasion of the ceremony, which was organized by the Federal Authority for Government Human Resources on Thursday in Dubai, to honor a group of Federal Government employees who emerged as winners of outstanding employee title the activities of the second session of the outstanding Federal Government employee under “Testahal” Program in its second round. The event  was attended by HE Dr. Abdulrahman Al Awar, Director General of FAHR, a number of sector and department directors, more than 40 of “Testahal” Program participants from 18 ministries and federal entities, and representatives of the local media.

HE Dr. Abdulrahman Al Awar said: “Testahal Program, which was launched by FAHR in early 2014, is one of its strategic initiatives aimed to act as an effective motivational tool, and part of FAHR’s ongoing pursuit of excellence to encourage Federal Government employees to work at their full potential. It reflects a deep belief in the crucial role of human capital in achieving  excellence, creativity and diligence towards global competitiveness and leadership, which are the UAE Government’s ultimate goal.

"The program represents a cornerstone to FAHR in disseminating a culture of   effective performance based on balanced scorecard, promoting productivity and job satisfaction, rewarding outstanding results, and creating   an attractive work environment in the Federal Government ministries and institutions”.

11 Winners Honored

Dr. Al Awar honored 11 winners within the four categories of the program: administrative, educational, medical, and specialized. The honorees include:  1. Administrative Category: Amal Ali Abdullah Marzouki, Ministry of Justice; Fatima Ali Mohammed Al Maamari, Ministry of Culture, Youth & Community Development; Leila Moussa Mubarak Al Balushi, Ministry of Education. 2. Specialized Category: HE Judge Abdel Nasser Mohammed Ahmed Al Shehhi, Ministry of Justice; Mohammed Ali Hamdan Naqbi, Ministry of Environment & Water; and Hassa Obaid Salem Al Tunaiji, Ministry of Education. 3. Medial category: Dr. Tasneem Omar Abdullah Abdulrahman, Ministry of Health - Sharjah Medical District; Dr. Sabiha Hamdan Rashid Tunaiji, Ministry of Health - Sharjah Medical District. 4. Educational Category: Ibtisam Ahmed Rashid  Al Shimaili, Ministry of Education – RAK Educational Zone; Sendiah Abdullah Saeed Abdullah Al Samahy, Ministry of Education - Fujairah Educational Zone; and Zahra Hamad Ibrahim Abdullah, Ministry of Education - Sharjah Educational Zone.

HE the Director General presented non-winners of the second round of Testahal Program for Distinguished Federal Government Employees with certificates of appreciation, wishing them success in future rounds of the program.

HE thanked the sponsors of Testahal Program in the first and second rounds,  Hyundai Motor Company, represented by Mr. Khaled Issa from Juma Al Majid Group of Companies; Citytech, represented by Mr. Andrew Mansour,  Group Director, and Balzard Advertising , calling on the private sector to follow suit in caring for such incentive programs that contribute significantly to push forward the wheels of progress, development and prosperity of the UAE, and consolidate its position in the global arena.

He praised Testahal Program, which aims to honor 24 outstanding employees in the Federal Government in two rounds per year, using specific criteria by a specialized evaluation Committee of experts from outside the FAHR.

He stressed on the importance of the program in maintaining the many gains made by the UAE in general and the Federal Government in particular, during the past few years, and achieving excellence in the performance of the Federal Government, by instilling the culture of creativity and loyalty, as well as promoting best practices and successful national models that enrich the experience of federal entities.

HE said: “The Program will definitely contribute to the efforts made to uphold the position of the UAE and highlight its role as a leading nation on the regional and global levels.

“The main objective of the Testahal Program is to help the public sector to provide high-quality services, commensurate with the Star Rating Initiative for Government customer service centers, recently launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, , which would contribute to creating a motivating work environment, and raise satisfaction levels among both the employees and customers”.

The Director General of FAHR explained that employees who show consistently outstanding  performance in their respective federal entities, will be honored and motivated, and that his/her level of competency will be  measured against the organizational objectives of  the entity, noting that FAHR has divided the categories of Testahal Program, based on the nature of existing job groups in ministries and federal bodies, into four categories:  administrative & administrative assistance, educational & educational assistance, medical & medical  assistance, and finally specialized job category.

Ibrahim Fikri, Director of Projects & Programs in FAHR, gave a detailed presentation on the Distinguished Employee Program (Testahal) in the Federal Government, addressing its main objectives, which include promoting  healthy competition and cooperation between government agencies, honoring distinguished employees in the Federal Government through appreciating  their services and contributions, raising the awareness of human resources in the ministries and federal bodies about the importance of adopting standards of quality and excellence, in addition to instilling the culture of knowledge and creative thinking in the Federal Government employees and enhancing their capabilities and competencies.

"Testahal" receives 40 nominations from 18 federal entities

Fikri said: “The program’s second round has been a great success and received substantial turnout from all ministries and federal entities, and the outcome was 40 nomination files received from an elite group of employees in 18 federal bodies.

“Selection of the 11 winners has been according to global standards and through a neutral arbitration committee comprising directors of human resources departments in a number of excellence centres in the field of human resource management. The program received nearly 50 nomination files in its first round and 12 federal employees were recognized as winners”.

Testahal Program will be organized in two sessions per year, each session comprising 12 weeks; the first will be from the beginning of April of each year and to the end of June, while the second starts at the beginning of October until end of December. Three employees will be recognized from each of the four categories of Testahal Program during one round, bringing the total honored employees to 24 per year.
