BAYANATI: the umbrella of Federal HR Systems & Procedures

The Human Resources Management Information System (BAYANATI) is considered one of the most important strategic projects applied at the level of the Federal government, and a world-class system in smart government applications regarding human resource transactions. As such, BAYANATI acts as an umbrella for many of the Federal government’s HR procedures and systems necessary to keep pace with the wise leadership’s vision, and the rapidly changing work system.

The system helps in effective human resource management, provides general statistics and accurate information about human resources, according to global best practices, to enable the development of human resource departments in the ministries and federal entities and improve their performance, which facilitates the administrative procedures and financial operations. Moreover, BAYANATI has been designed to automate all human resource transactions performed by the Federal government employees, including salaries and wages.

The Federal Authority for Government Human Resources (FAHR) spares no  effort to get the best out of this valuable system and ensure its optimal usage,  in collaboration with the Ministry of Finance, which is a key partner in supporting the implementation of the project. The Ministry runs the system’s budgeting and provides networking to operating entities, including servers, maintenance and necessary licensing for the system, which was launched in early 2012, and has been undergoing continuous improvement since then, in collaboration with the best consulting firms.


Since the first day of operating the system FAHR embarked on involving all ministries and federal agencies applying the electronic system in the process of planning and construction, by forming the ‘change Network’, and an advisory board for the system, which includes a number of ministries and federal agencies benefiting from the system. The advisory board held dozens of meetings and workshops, to promote cooperation and exchange of ideas.

Services

BAYANATI System provides several services. It ensures processing employee payroll in the federal government through a unified database, as well as providing a statistical source for the federal government workforce to support decision-makers and help in the planning process. The system facilitates employee engagement in the completion of human resources transactions  using the self-service unit allocated to each employee, and is considered a breakthrough in the automation of administrative procedures at the federal government level, which supports the smart government initiative aimed at the provision of e-services in a timely manner.  

The self-service is one of the most important of BAYANATI’s four phases, as it enables the federal government employees to complete and follow-up their HR transactions on their own, which would contribute to facilitate HR services in the ministries and federal bodies, allowing the HR departments the opportunity to focus their attention on strategic programs and initiatives.

Statistical Bulletin

FAHR is keen to ensure the accuracy of BAYANATI System outputs, especially the HR Statistical Bulletin, one the key publications of the federal government issued by FAHR on a quarterly basis, in order to assist decision-makers in ministries and federal agencies at the state level.

Contact Centre

FAHR launched earlier this year a web-based help desk, to assist the federal bodies in addressing the challenges they may face while using, Itimad e-service, and Report Explorer.


The web-based help desk is considered among the global best practices and systems in the management of support operations to any institution, efficiently and at low cost.

FAHR also launched the Unified Contact Centre, as an ideal platform to enhance communication with its customers and partners at the ministries and federal entities, government, semi-government and private institutions, as well as individuals, through responding to telephone inquiries relating to the Authority’s functions, as well as key initiatives and projects, and human resources systems being launched successively at the level of the federal government.

The center allows callers to use interactive voice messaging, which allows receiving the customer orders, and allows FAHR to gauge customer satisfaction with the quality of services provided by the Center after each call.

Among the vital projects that have been launched and closely linked to BAYANATI System include Performance Management System for federal government employees, E- Training & Development System, automation of HR policies and laws, activation of Smart Reporting System in line with HR indicators in the federal government and introduction of alerts system through SMS text messaging and e-mail for employees.
FAHR has made great strides in activating notices and alerts systems associated with BAYANATI System, to send notices to the staff of ministries and federal agencies operating the system, on electronic human resource transactions via SMS and e-mail.

Smart Applications

In line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, regarding the shift towards smart government, to ensure the government services provision quickly and efficiently around the clock, the Authority has launched its smart application (FAHR), which Includes 26 smart  service that enable federal government employees to conduct their own transactions related to human resources and access all the information and data with greater ease and speed.

The smart application also offers important services to the staff of the federal government from anywhere at any time via tablet devices, most notably the services provided by the HR Management Information System (BAYANATI), which enables them to complete human resources transactions using self-service function, and get all the data and information they need.
Additionally, the smart servicess will allow employees of ministries and federal bodies to apply for, cancel or track leaves; request permissions to leave the workplace; browse and update personal data; check on monthly salary details, produce salary and to Whom It May Concern certificates, in addition to the opportunity of reviewing centers assigned to provide medical insurance, and completing different cycles of the Employee Performance Management System.

Legal Consultation

One of the vital services offered through the smart application, is the legal consultation that allows employees the Federal Government employees to review the human resource laws and regulations, as well as request legal advice from the Authority’s Legal Consulting Team. 

The Employee Network

The application facilitates communication between the Federal Government employees, through an electronic network that brings them together, whereby they can use their own accounts within a safe virtual environment that ensures data security. It will also contribute to dissemination of a culture built on positive energy, motivation and creatively through “Maqassert” initiative, an electronic card exchanged by the staff of the federal government, to express appreciation of each others’ efforts and achievements through the smart application. Employees receiving the largest number of e-cards are honored at the end of each month, at the federal government level.

The Government Knowledge Portal “Ma’aref”, another strategic project launched by FAHR recently, will also be linked to the new smart application, so that employees can access, the training programs offered by training providers accredited under the Portal, and add them to their  list of ‘favorites’. The smart application has an alert system reminding employees of the dates and venues of sessions.

Human Capital

FAHR has been pursuing a clear vision that “human capital in the federal government can achieve global leadership and improve institutional performance in the federal government through effective collaboration with partners to develop integrated solutions for human resources according to international best practices”.


There is no doubt that the issue of human capital development is one of the top priorities to any country, being the only way to promote a culture of innovation and productivity, and thus the transition from a consumer society to a productive one, so as to compete efficiently in the international arena.
