Federal Authority for Government Human Resources explained that they have received during the last year nearly 470 Legal Consultations and a questionnaire relating to the Law of Human Resources in the Federal Government and its executive rules with diverse subjects and sources but the majority of which are from Human Resources Departments and Employees in Federal Authorities.
Mr. Dalmook Thani Al Muhairi, Director of Policy and Legal Affairs in the Authority mentioned that there are several ways to receive these consultations and enquiries from customers, including (e-mail, website of the Authority, Fax, Telephone, etc.) to be shown later to the Legal Consulting team of the Authority for examination and research and several of them are posted on the website of the Authority which conforms to the interest and knowledge.
Mr. Dalmook Muhairi said that the Appeals and Grievance Committee in the Authority has considered 18 grievances submitted by the employees of Federal Government during last year and have been decided while the number of objections considered by the Committee to consider objections of problems in the Authority are 4 objections submitted by the employees of Federal Government during the same year.
He referred that 19 Federal Authorities (Ministry and Authority) has formed Violations and Grievances Committees as stipulated by the law of Human Resources in Federal Government in line with the directives of the Board regarding the need to form Committees with respect to Administrative Violations and Grievances in these parts as this has a major impact in maintaining fair relations and effective communication between them and their employees which leads to resolve occupational disputes in clear steps and procedures taking into account non-recurrence of Members of both Committees in application of the provisions of law and its executive regulations.
Federal Authority for Government Human Resources formed a Committee to consider the objections in late 2010 as per a decision of His Excellency Humaid Mohammed Al Qattami, Minister for Education and Chairman of the Board as it shall consider the objections raised by the employees of Ministries and Federal Authorities of the decisions issued by the Grievance Committees at the place of their work for the purpose of Administrative sanctions with exception of a penal notice and a penalty to draw attention to the written letters, whereby intricacy of the Committee is chaired by His Excellency Dr. Abdul Rahman Al Awar, Director General of the Federal Authority for Government Human Resources for periodical meetings in the light of objections submitted to it according to the mechanism of action approved in the formation decision.
