Federal Job Evaluation Committee considers mechanism for job evaluation through "Bayanati" System

The Job Evaluation Committee formed in the Federal Government, recently held its second meeting this year, under the chairmanship of HE Dr. Abdulrahman Al Awar, Director General of the Federal Authority for Government Human Resources, at the headquarters of FAHR in Dubai, to discuss the mechanism for implementing the job evaluation outcomes in the Federal Government through the HR Management Information System "Bayanati."

HE Dr. Abdulrahman Al Awar, summed up the duties and responsibilities of the Committee as follows: providing support for the internal evaluation committees in federal government entities to ensure the proper implementation of job evaluation and description processes in these entities, and endorsing the results of job evaluations conducted by internal job evaluation committees.

The Director General of FAHR explained that the Federal Job Evaluation Committee is tasked with the final approval of job titles, descriptions and families for new and existing jobs, periodic review of reference levels, in addition to making recommendations for adjustments if the need arises. It is also responsible for preparing periodic reports on the number of new and adjusted jobs in the federal government, and providing the Federal Authority for Government Human Resources with updated job titles, descriptions and families in government bodies periodically, as well as any other tasks assigned by the Chairman of FAHR.

The meeting featured the review and approval of a pilot system for qualifications and experiences associated with job descriptions as proposed and developed by the support team set up by FAHR to oversee the implementation of job evaluation and description in the Federal Government.


The Committee members were briefed on the most important achievements of the support team responsible for implementation of job evaluation and description system in the Federal Government, including formation of internal evaluation committees and training of HR directors and officials in the ministries and federal entities on job analysis and description. The Committee also discussed the mechanism for the implementation of job evaluation results in the Federal Government using the HRMIS - Bayanati.

The Committee shall operate from FAHR headquarters and shall meet on a regular basis or at the invitation of its chairman, at the time and place he determines fit. It shall take its decisions by simple majority, and in the event of a tie, the Chairman shall have the casting vote.

The membership of the Committee comprises the following: HE Marwan Al-Sawaleh, Undersecretary of the Ministry of Education, Deputy-Chairman; HE Misbah Al Suwaidi, Assistant Undersecretary of Ministry of Finance for Support Services; HE Saif Al Suwaidi, Assistant Undersecretary of Ministry of Labor for Support Services; HE Awad Al Kotobii, Assistant Undersecretary of Ministry of Health for Support Services; HE Mariam Al Abbar, Executive Director of Programs & HR Planning at FAHR; HE Aisha Al Suwaidi, Acting Executive Director of HR Policies at FAHR;  and Ali Hassan Al Jawi, HR expert at FAHR, Rapporteur.
