Endorsement of Job Description Cards for 200 out of 1100 Federal Jobs

Dr. Abdulrahman Al Awar, Director General of the Federal Authority for Government Human Resources (FAHR) stressed the importance of job description and evaluation system in the federal government formally launched by FAHR early last year, being based on clear scientific basis to demonstrate, objective and fair decision-making regarding compensation structures, staffing and promotion, as well as ensure justice and harmony across the ministries and federal authorities.

He explained that the system reflects the keenness of FAHR to keep up with developments on jobs and human resources at the federal government level, pointing out that the Federal Committee on Job Description and Evaluation (FCJDE) in the federal government has completed the review and approval of job description cards for nearly 200 jobs out of 1,100 jobs, 0.82% of them for support roles.

HE’s statements came during a meeting held recently at FAHR headquarters in Dubai with representatives of ministries and federal authorities concerned with the application of Job Description and Evaluation System in the federal government, in the presence of HE Mariam Al Abbar, Executive Director of Programs & HR Planning, and Amna Al Suwiadi, Director of HR Planning at FAHR.

HE Mariam Alabbar explained that the aim of the meeting is to review the most important achievements of FCJDE during the last period, especially regarding  the completion of the first phase of the system’s implementation relating to finalization of job descriptions for support, leadership, supervisory, and executive categories. She added that the role of FAHR is to provide necessary instructions and guidelines for proper implementation of the system, development of plans for the phased implementation of the system, and modify forms and manuals attached to the system whenever necessary, in addition to providing support for the ministries and federal authorities during the implementation phase.

Mariam Alabbar said: “The system is designed to evaluate all jobs within the federal government, using a specific methodology that guarantees justice and harmony between jobs at the federal government level. The system also aims to link the evaluation outcomes to schedule of grades and salaries, in order to determine grades for various jobs in a logical and fair manner, regardless of job titles, as well as create appropriate titles to reflect the actual roles and responsibilities, to achieve standardization of job titles across the federal bodies a this system, and build a reliable database of descriptions, titles and families for all jobs in the federal entities”.

For her part, Amna Al Suwaidi, Director of HR Planning gave a detailed presentation on the Job Description and Evaluation System in the federal government including the legal background of the system, noting that it is based on the Human Resource Law in the federal government and its implementing regulations.

According to Al Suwaidi, the system applies to all current and newly created jobs in ministries and federal bodies which are subject to the Federal Government HR Law. She noted that the former system adopted by Cabinet Resolution No (5) of 1991 will remain functioning provided it does not contradict with the provisions of the system until the completion of its phased implementation in accordance with the timeframe determined by FAHR. In the meantime, she added, the independent federal authorities have to develop a special system that must be aligned with the principles and general rules of Job Description & Evaluation System adopted by the federal government.

Speaking about the most outstanding achievements of the FCJDE in the federal government, she said that the Committee has finalized endorsement of evaluation cards for nearly 200 jobs, along with the qualification and experience requirements within the system, as well as the mechanism for the  application of the results of job evaluation through the Human Resource Management Information System (BAYANATI), and career paths for all support roles in the ministries and federal entities.

Meanwhile, the the FCJDE in the federal government recently held its seventh meeting at the headquarters of the Federal Authority for Government Human Resources in Dubai, under the chairmanship of HE Dr. Abdulrahman Al Awar, Director General of FAHR, and endorsed 91 job description cards at the federal government level.

The FCJDE is tasked with a number of duties and responsibilities mainly, providing support for the internal evaluation committees in federal government entities to ensure the proper implementation of job evaluation and description processes in these entities, and endorsing the results of job evaluations conducted by internal job evaluation committees.

Other responsibilities include: final approval of job titles, descriptions and families for new and existing jobs, periodic review of reference levels, in addition to making recommendations for adjustments if the need arises. It is also responsible for preparing periodic reports on the number of new and adjusted jobs in the federal government, and providing the Federal Authority for Government Human Resources with updated job titles, descriptions and families in government bodies periodically, as well as any other tasks assigned by the Chairman of FAHR.

The Committee shall be based in FAHR headquarters and hold its meetings on a regular basis or upon the invitation of its chairman, at the time and place he determines fit. It shall take its decisions by simple majority, and in the event of a tie, the Chairman shall have the casting vote.

The membership of the Committee comprises the following: HE Marwan Al-Sawaleh, Undersecretary of the Ministry of Education, Deputy-Chairman; HE Misbah Al Suwaidi, Assistant Undersecretary of Ministry of Finance for Support Services; HE Saif Al Suwaidi, Assistant Undersecretary of Ministry of Labor for Support Services; HE Awad Al Kotobii, Assistant Undersecretary of Ministry of Health for Support Services; HE Mariam Al Abbar, Executive Director of Programs & HR Planning at FAHR; HE Aisha Al Suwaidi, Acting Executive Director of HR Policies at FAHR;  and Ali Hassan Al Jawi, HR expert at FAHR, Rapporteur
