Ministry of Finance and the Federal Authority for Government Human Resources (FAHR) officially started operating, today (Tuesday), Phase 1 of HR Information Management System BYANATI at the Federal Government level. The functioning of this phase virtually means the implementation of all procedures associated with core human resources.

The importance of this system, which serves 18 federal agencies, lies in providing a HR database for the Federal Government sector to reflect the current situation of this sector, support decision-making, and facilitate administrative procedures and financial processes related to HRD, thus leading to its enhancement through adaptation to international concepts and standards in the field of HR management.

 

BYANATI System originally comprises four phases, the remaining phases being: Self-service, Performance Appraisal and Training, and Application of the System on Independent Federal Authorities. These phases are expected to be fully implemented in the 3rd quarter of this year. 

 

A joint statement by the Ministry of Finance and the Federal Authority for Government Human Resources stressed the importance of role of ministries and federal agencies in operating Phase 1 of BYANATI successfully. The statement confirmed that Phase 1 of BYANATI System will be concurrently operated with the Public Servant System for one month from the operation commencement, before the Public Servant System sizes to function after ensuring the accuracy of all procedures implemented to operate “BAYANATI” system.

 

 Yunus Khouri: “A substantial Addition to Federal Government”

HE Yunus Khouri, Undersecretary, Ministry of Finance said “we take a new step today towards the development of a basis for organizational reform in the Federal Government through the adoption of the best applications and solutions in managing our financial and human resources”.  He added that the move would significantly contribute to an increased productivity of individuals and better services. The joint launch to the project, he said, comes to genuinely reflect the partnership between Ministry of Finance and the Federal Authority for Government Human Resources and as a culmination of the constructive cooperation between the work teams at both sides.

 

“BYANAT is a great value added to the Federal Government”, he said. He deliberated the statement saying that each ministry and authority, under this system, plays a major role in supporting the Government’s strategic plans and aspirations for development, while the employees of these entities constitute a driving force forward, and the foundation of change. So it is very important to provide them with HR best practices implemented world-wide. Finally he said he was hopeful that everybody would contribute to the success of the project.

 

Dr. Abdulrahman Al-Awar: Culmination of years of work

For his part, HE Dr. Abdulrahman Al-Awar, Director General of the Federal Authority for Government Human Resources emphasized the importance of BYANATI project, which is the successful result of continued efforts made by the ministries during preparation stages to test and operate the system for almost two years. It is also the culmination of efforts exerted by the work team of the Authority and the Ministry of Finance formed to manage the project and to ensure the optimal application of the HR laws and regulations required to run the system.

 

Training

The Federal Authority for Government Human Resources (FAHR) and the Ministry of Finance have trained members of the work teams at each federal unit on the optimal use of the new system in their capacity as users and trainers. A refreshment training session was organized  for main and end users on various procedures relating to Core HR, as well as penalties and grievances. The session was attended by about 130 representatives from various HR departments.

 

Dr. Abdulrahman Al-Awar said that  the two sides held the sixth meeting of the Change Network that preceded the operation of the Phase 1, which was attended by 50 representatives from HR  departments, financial and government communication in ministries and federal agencies involved in the system, in order to inform the representatives of the ministries on the preparations for the operation of Phase 1, find out the extent of their readiness to deal with it, the steps to be taken during the implementation phase and the mechanism of communication with the Authority’s technical support team in the event of any obstacles to the operation.

 

During the meeting, which was addressed by HE Maryam Amiri, Assistant Undersecretary of Ministry of Finance Assistant for Financial Affairs, and HE Maryam Alabbar, Executive Director of Programs HR Planning, a presentation was given on integration of HR procedures and payroll system which is applied for the first time in the Federal Government through a single system. .

 

Usage Instructions

 A statement by the Ministry of Finance and FAHR stressed that the work teams in the agencies using the system must treat BYANATI as the primary system while the current Public Servant System shall be regarded as secondary system during the concurrent operation. Moreover, all transactions will be first entered in BYANATI System and thereafter in the current Public Servant System by respective HR departments at the Federal Government ministries.

 

The statement explained that assigning numbers to employees according to the previous system will be retained, while numbers in BYANATI System (which will be subject to adjustments and updating in alignment with the financial system), will form the main identifier for all employees. The security screening team will respond to new application for security checks related to both BYANATI and the Public Servant systems during the concurrent operational period. HR departments at the ministries will compare financial transactions between BYANATI and the present Public Servant systems and present resulting deviations (if any) to the Authority’s support team for necessary action.

 

Backup Support

The mechanism for providing support to Federal ministries and agencies includes two support lines: (1) the First Line Support, and the Authority has trained a number of main users and senior technical staff in various units to follow up and resolve technical problems that may occur in the system during operation phase, especially application related- issues.
