  1. Draw up the general policy for Human Resources in the light of strategy of Federal Government, law, rules, bye-laws and regulations issued in implementation thereof and present the same to the Ministerial Council for Services for approval.
  2. Lay down plans and strategic programmes of the Authority and supervise implementation to achieve the objectives.
  3. Adopt standard criteria and models for Human Resources as per the best International practices and follow up implementation of the same in Government Sector.
  4. Adopt Organizational Structure of the Authority and present the same to the Cabinet for approval.
  5. Adopt the annual budget of the Authority and its final Accounts and submit the same to the Cabinet for approval.
  6. Approve acceptance of gifts, assistance and grants given to the Authority.
  7. Any other competence entrusted by virtue of law or resolution of the Cabinet.
